LOFT Community Services is a unique and dynamic charitable organization that supports people living with complicated issues such as mental and physical health challenges, substance use challenges, poverty and homelessness. Serving approximately 13,969 annually and providing 1,788 units of supportive housing last year, LOFT is one of Ontario’s largest mental health service providers of its kind. To help fulfill its mission, LOFT is hiring a **Program Manager.**

**JOB SUMMARY**:
The Manager oversees the administration, management, operations and co-ordination of the delivery of consumer services at and out of the LOFT 416 Program Toronto and will work closely with other LOFT Homelessness Services and Community Partners to ensure relevant services for women and individuals who identify as women. The emphasis of services is to support diverse women (self-identified) with complex and intersecting needs who experience barriers to care, experiencing homelessness or under housed and struggle with mental health and substance use. A trauma-informed, anti-racist, strengths-based approach is critical to incorporate in all levels of programming. Components of service include case management, DROP-IN/Groups, health clinic and short term counselling.

The Manager establishes and maintains effective strategic partnerships, strong staff relations and resident and community relations, combined with a strong advocacy role to meet the varied needs of the program in liaison with LOFT Community Services.

In addition, the Manager is responsible for the overall orientation, coordination and supervision of staff, along with development of programs. This role will oversee quality of direct services to clients of the 416. Some programs operate on Saturdays. The role will represent LOFT on relevant committees. On a rotating basis assumes the responsibility for on call support to designated LOFT Programs.

**What You Will Do**
- Program Direction
- Oversee the administration, management, operational functions and delivery of client services for the case management programs, health clinic, and group programming in accordance with government regulatory agencies and LOFT’s overall vision, policies and criteria;
- Work closely with LOFT services focused on Homelessness
- Incorporate anti-oppression and anti-racism principles to guide program activities
- Translate policy into operational program design; review and update intake procedures, program schedules, documentation and other guidelines and operational directives for the programs based on best and current practices
- Ensure staff requirements are clearly identified and organize work so there is a clear understanding of individual staff responsibilities and duties within the program.
- Maintain program capacity at a rate compatible with provincial funding, MOU’s and LOFT Community Services budget requirements.
- Develop a written program service plan annually for approval and recommendations.
- Ensure ongoing monitoring and evaluation of the program with regular progress
- Work effectively and pro-actively with community partners and internal LOFT services
- Financial Responsibility
- Ensure and monitor that staff payroll submissions to LOFT Community Services meet submission deadlines.
- Collaborate with Leadership in formulating budget materials.
- Control and regularly review all budget expenditures and allocations in accordance with approved budget.
- Participate in budget and funding negotiations with government and agencies as required
- Daily Operations
- Manage with relevant staff roles the co-ordination, monitoring and maintenance of client service plans
- Oversee the resourcing and co-ordinating of community health care support services for clients.
- Participate in all advisory committee, inter-agency and other meetings related to the program
- Serve as an advocate and facilitator for clients pertaining to the services and supports they require
- Overseeing Direct Service to Clients
- Monitor client needs mental health and substance related behaviors and issues of clients through program structures (team meetings), supervision and strong client review processes
- Facilitate team planning to manage/support mental health concerns, risk and focus on recovery
- Provide support to staff to assess risks and intervene and manage crisis situations related to clients issues
- Facilitate team planning to facilitate connection to other needed community services
