The Ministry of Affordability and Utilities leads and coordinates the government’s actions to deliver cost-of-living and inflation relief, support long-term affordability, and oversee a safe, reliable, and affordable utility system.

Affordability and Utilities’ mandate includes advancing a modern, safe, and reliable utilities system that meets the everyday needs of all Albertans, attracts investment, and supports job creation. In addition, the Ministry’s efforts focus on coordinating and collaborating with other departments to provide timely, effective relief where it is needed most, including advancing the affordability of insurance, housing, and food costs

**Role Responsibilities**:
The Manager, Legislative Planning, is a pivotal figure responsible for translating approved policies into legislation and overseeing the drafting of legislative instruments. They work under a framework that includes various Acts related to utilities in Alberta, federal and provincial policies, operational procedures, and the broader governmental business plans.

As the Manager, Legislative Planning, key responsibilities include:

- Legislative Development: Assessing the need for legislation, reviewing existing business plans, and determining the impact and feasibility of proposed changes.
- Preparation of Legislative Documents: Collaborating with Senior Managers to identify legislative changes, providing guidance, and presenting matters to the Department's Executive Team and Minister/Deputy Minister meetings.
- Strategic Advice and Guidance: Offering high-level advice and strategic direction in developing legislation, ensuring alignment with departmental strategies and legal compliance.
- Consultation and Interpretation: Providing consultation and interpretation on governance matters, ensuring compliance with existing legislation, and aiding stakeholders with varying levels of knowledge in understanding legislative issues.

The Manager, Legislative Planning requires adept strategic thinking, strong interpersonal skills, and sound judgment to navigate intricate legislative landscapes. Proficiency in research, analytics, and communication is essential for engaging stakeholders and managing diverse priorities efficiently. This pivotal role bridges policy and legal frameworks, demanding a blend of legal acumen, strategic vision, and collaborative skills to effectively drive departmental objectives.

To be most successful in this role, you will demonstrate the following competencies at an advanced level:

- System Thinking: Creating brand new legislation or drafting substantive amendments to existing legislation requires the Manager, Legislative Services to consider linkages, anticipate impacts and to ask questions regarding the underlying policy rationale and objectives.
- Creative Problem Solving: Researches and analyzes the approaches used in other jurisdictions to identify and adopt best practices.
- Drive for Results: There is a significant degree of independent decision-making required of the Manager, Legislative Services. The Drive for Results competency is crucial for this role in order to achieve results and be responsible and responsive to senior officials.
- Develop Networks: Developing and maintaining relationships with staff from across GOA is imperative for success in this role, including relationships with Legislative Counsel, Policy Coordination Office, and legislative and program area staff in other line departments.

**Qualifications**:
Completion of a related post-secondary degree (Arts, Law, Business) and 4 years of progressively related experience is required.

Equivalency:
Related experience or education may be considered as an equivalency on a one for one basis.

- In-depth knowledge of Alberta's utilities system, legislation, and governance structures.
- Understanding of federal agreements, legislative processes, and regulatory planning.
- Policy Implementation and Evaluation: Demonstrated experience in implementing and evaluating policies within a governmental or regulatory context, ensuring alignment with legislative frameworks and strategic objectives.
- Stakeholder Engagement and Collaboration: Proven track record of effectively collaborating with diverse stakeholders, including government officials, industry representatives, and community organizations, to navigate complex legislative environments and drive consensus on policy and legislative matters.
