Methods Analyst II- Job Number : 44649The Methods Analyst supports a client group of 900 permanent and 800+ seasonal employees. The role is responsible for coordinating all position moves (including high volume seasonal changes) within the branch and providing analytical support for seasonal recruitment. The Methods Analyst is a fast system learner and a resourceful go-to person for workforce development related inquiries (labour cost calculations, FTE report, headcount trend, etc.) and works in close contact with such partners as Compensation, Finance, Position Management, Talent Acquisition, Operational areas. This individual should possess strong analytics, data story-telling and project management skills.

Your responsibilities will include:

- Serve as a single point of contact and resource for workforce development inquiries and requests. Information is often sensitive, confidential and requires a high degree of discretion and confidentiality
- Analyze information and HR data to inform recommendations; preparing related reports and presentations
- Prepare personnel reports, developing processes and related technical documents to support workforce development activities
- Coordinate all workbook activities and position moves for Parks & Roads Services, including assignment of position numbers, assists with resource management
- Provide analytical support (building pivots and dashboards, merging data) for seasonal recruitment and training
- Critical analysis of historical data, formulating results and creating reports for planning and projects
- Collaborate and building relationships with corporate services such as Employee Services, Finance, Talent Acquisition, Compensation and HR Business Partners, as well as all employees and leadership in the Parks and Roads Services branch
- Analyze data and develop real time reporting processes, creating graphs, organizational charts and dashboards using corporate systems (OrgPlus, Visier, PeopleSoft, COBS, Tableau, Open Data Studio, etc.)
- Provide input into the budget process by determining required hours to accurately forecast costs associated with labour
- Provide analytical and consultative support for special projects related to workforce planning and utilization
- Work with senior leadership in initiating, compiling and interpreting various reports and forecasts
- Support the Success Factors Stream (Time & Attendance, Payroll, Employee Central, Onboarding, Recruitment, Learning, Labour Relations, Disability Management) in the Enterprise Commons Project
- Work independently and using appropriate judgment as project lead
- Work with a high degree of confidentiality, discretion, sound judgment, organizational awareness and attention to detail
- Perform related duties as required
- Qualifications:

- Degree in Business Administration, Science, Engineering or Human Resources required (or a related discipline)
- Minimum four (4) years experience in the following areas:

- The research, collation and analysis of data
- Identifying data/evidential requirements for sound planning decisions that has included analysis of historical data and making recommendations about data collection tools and software, or
- Demonstrated capacity to manage multi-faceted projects that require strong informal leadership, initiative, collaboration and change management within a large and complex organization
- Project Management training and/or certification is an asset
- Workforce analytics and planning experience is required
- Direct experience in the use of technical tools such as Visier, Peoplesoft and Org plus is an asset.
- Strong technical ability using the Google Suite, including generation of spreadsheets, pivot tables, complex formulas, charts and diagrams. Capable of building dashboards and communicating data through software programs such as Tableau
- Ability to work with a high degree of independent judgment using sensitive and confidential information
- Intrinsically motivated, intellectually curious and possessing a strong bias to action, ability to learn new systems and ways of working
- Ability to forecast and use complex mathematical calculations with a strong attention to detail
- Strong critical thinking, consensus-building and influencing skills
- Self-directed and able to proactively manage complex projects and meet tight deadlines

- Strong presentation, facilitation and communication skills with diverse audiences, with proven results (informing and listening effectively)
- Ability to build strategic networks and partnerships with various internal and external stakeholders including senior leaders and staff
