The Planning and Permitting team is responsible for the oversight and execution of strategic planning, business and program development, project management, business intelligence/analytics and stewardship of key performance indicators on behalf of the Traffic Operations section.

Reporting to the Program & Planning Lead, the Data Analyst will support Traffic Operations for the review of current business activities, processes and service requirements in the section, along with developing recommendations and actions to improve processes and productivity. Supporting the work of the Traffic Operation section, this role will be accountable for research on best practices and innovative methods for Traffic Operations initiatives, which includes establishment of business processes, monitoring and reporting on key metrics, tracking of projects, data collection, budget development and financial evaluation of proposed programs and projects.

- Use specialized analytical knowledge to identify, evaluate and review existing Traffic Operations programs and business processes to support evidence-based decision making for Traffic Operations
- Coordinate and collaborate with other Analysts in Traffic Operations section, who work on programs, education and engagement data analytics, to maximize the impact and ensure corporate alignment of Traffic Operations programs
- Lead and prepare dashboards, analysis reports and support the section and other department / work team in understanding Traffic Operation initiatives and city-building work across the corporation
- Provide evidence-based input, based on current state issues and proactive forecasting, to the development and update of corporate transformation guidelines, such as the City Plan, Bike Plan, Curbside Management Strategy, along with traffic bylaws and policies etc
- Plan and conduct pre and post evaluations for programs and projects related to the Traffic Operations section, including developing advanced statistical methodologies
- Develop surveys, review and synthesize the results to transform data into information that can be used to improve Traffic Operations programs and services
- Work with project team and internal stakeholders to disseminate information on City websites, 311 scripts and other platforms
- Conduct research and environmental scanning on emerging technologies and analysis of Traffic Operations programs to identify best practices and compile reports and recommendations on the applicability of these technologies in Edmonton (ie: parking management technologies etc)
- Collaborate with impacted areas to develop new and/or review and improve existing processes and use data analytics to gather business intelligence and return on Investment (ROI) for continuous improvement
- Develop of Standard Operating Procedures (SOPs), dashboards, reports and presentations as needed by section/branch leadership
- In consultation with Traffic Operations section units, develop public mechanisms for sharing of information for programs, including priority plans, status updates, data analysis and pre/post evaluation logs
- Work with the Asset Manager to develop both internal and public-friendly platforms for sharing information (ie: ArcGIS, Open Data)
- Work closely with the Engagement Coordinator and Communications & Engagement staff to support communications and engagement plans with data and information to influence shared understanding and behaviour change
- Provide presentations to internal and external stakeholders, as required
- Support the development of POSSEs, Council Reports, financial reports, memos and other stakeholder documents with applicable data and analysis
- Perform other related duties as required

**Qualifications**:

- University Degree or Diploma in Business, Public Administration, Social Sciences or a related discipline
- Minimum of 2 years’ of analytical experience including research and synthesizing information for decision making purposes and report preparation
- Proficiency in Google Applications
- Demonstrated knowledge of the development and implementation of continuous improvement strategies and tools for project and programs
- Knowledge of studies and analysis procedures, practices and terminology as related to work assigned
- Demonstrated knowledge and skills in statistical analysis, gathering and consulting data and information, analyzing data and synthesizing evaluation findings and presenting information
- Demonstrated knowledge and ability in writing policy, reports, strategy papers, technical briefs and other communication materials
- Demonstrated knowledge, skills and ability in project and process management
- Ability to understand complex, technical information and prepare presentation materials and reports
