**Job Description**:
In accordance with the Vision, Purpose, and Values, and strategic direction of the Vancouver Island Health Authority (Island Health) patient and staff safety is a priority and a responsibility shared by everyone; as such, the requirement to continuously improve quality and safety is inherent in all aspects of this position.

Reporting to the Manager, the Program Consultant is responsible for the design, implementation, operation and evaluation of programs to support Medical Staff workforce development. This includes new and existing initiatives that aim to create innovative tools and approaches to help relieve staffing pressure and enable service continuity and access to care across the region.

Working within a complex environment, the Program Consultant understands and navigates unique characteristics of medical staff culture and their role as independent contractors. By establishing robust relationships with diverse partners, the Program Consultant collaboratively develops strategies to increase recruitment and retention, address short
- and long-term staffing gaps, and support workforce optimization, including supporting the introduction of new clinical roles such as Associate Physicians.

**QUALIFICATIONS**:
**Education, Training And Experience**:
A level of education, training, and experience equivalent to a Bachelor's degree in a related field such as Business Administration, Human Resources or analytics, and a minimum of three years of experience in a role related to the duties of the position; or an equivalent combination of education and experience.

**Skills And Abilities**:

- Demonstrated competence in cultural safety & humility; experience working with Indigenous communities.
- Proven ability to create comprehensive human resource strategies, using an integrated, big picture approach to synthesize information from various sources.
- Strong strategic planning skills, particularly in the development and implementation of strategic workforce plans.
- Proficiency in verbal and written communication, with a demonstrated excellence in writing, editing, and proofreading.
- Demonstrated leadership, facilitation, interpersonal and change management skills to engage diverse stakeholders and foster endorsement for new initiatives.
- Self-motivated and innovative, capable of working independently to conceptualise and implement new ideas that drive continuous improvement.
- Excellent time management skills, with the ability to work effectively under pressure and manage deadlines and changing priorities.
- Experience working in a confidential environment with ability to effectively manage and safeguard sensitive information.
