**Location: Central Library**

**Job Summary**:
This position reports to the CEO and is accountable for leading the development and implementation of a strategy for programs and outreach services that meet the needs of the St Catharines Public Library and community. It is also accountable for the promotion of Library services in the community. This is done through collaboration with Programming and Promotions staff who will coordinate the programming, outreach and promotion for the SCPL system and community. This position will create and implement policies, plans and procedures to achieve the strategic goals of the Library.

As part of the Management Team will plan and develop strategies to meet community needs and position St Catharines Public Library as a leader in Library service in the Niagara Region.

**Supervisory Relationships**:

- Supervises Program and Outreach Librarians and Communications Specialist
- Works closely with Library Assistants, Volunteers and other staff to ensure smooth execution of programs and outreach and promotion of library services
- Collaborates with the Management Team

**Duties and Responsibilities**:
**Library Services**

Ensures the Library’s programming, outreach and related services meet the needs of the community by:

- Directing the short and long term planning of high-quality programs and outreach activities for all ages at all locations and ensuring they meet the overall strategic goals and objectives of the Library
- Overseeing the development of short and long term promotion plans to support the Library’s strategic objectives
- Ensuring the delivery of outreach programming to deliver and promote library services in various community locations
- Ensuring the successful delivery of large scale programming initiatives, such as Summer Reading Club

**Community**
- Develops and maintains good working relationships in the community, by building partnerships with other organizations to further the library’s mission and overall goals
- Advocates and promotes the value of the Library and its programs in the community and to outside agencies with professionalism

**Leadership & Coaching**
- Participates in the hiring, evaluation, scheduling, investigating, disciplining, and motivating of staff who directly report to this position, and other staff as it relates to assigned programming and outreach
- Conducts performance evaluations and ongoing coaching of staff to support and develop staff while achieving the Library’s goals

**Management**

As part of the Management Team, leads and supports the effective operations of the library. This involves:

- Recommend and provide input to the Management Team regarding development of policies, procedures and strategies for library services, including efficiencies in workflow, staffing levels, processes/procedures in accordance with current library trends, analysis of library statistics and innovative new technologies
- Working collaboratively with other members of the Management Team and staff in decision making, planning, goal setting and public relations for the library as a whole
- Suggest and implementing staff training on relevant topics for programs, promotion and outreach services and other topics
- Taking responsibility to maintain a broad, in-depth awareness and knowledge of the library’s role in the community and the community’s needs of the library, in order to better inform the rest of the library’s Management Team
- Provide input for collection development as requested
- Assumes responsibility to act on behalf of another member of the Management Team as required

**Working Conditions**:

- Fosters and maintains positive work relationships with library staff
- Contributes to healthy and safe work environment while supporting the Library’s mission and values
- This is a system-wide position that may be assigned at any location of St Catharines Public Library
- Hours of work will include evenings and weekends to support the work of the Library
- May participate as the management representative on the Joint Health and Safety Committee
- Travel between branches and/or in the community may be required
- Works in compliance with any legislation, including the _Occupational Health and Safety Act_, the _Accessibility for Ontarians with Disabilities Act, _and municipal, provincial and federal privacy legislation

**Qualifications**:

- Post-Secondary education preferably in Marketing or Communications
- Master’s Degree in Library Science from an ALA accredited library school

**Experience**:

- Minimum 5 years of progressive and relevant experience
- Demonstrated leadership and supervisory experience in a collaborative work environment

**Hours of Work**:
Weekdays, evenings, and weekends as required, 35 hours per week.
