**Overall Purpose**:
Reporting to the Manager, Human Rights, the Early Resolutions Officer will be responsible for providing intake/triaging services, facilitating early resolution of human rights complaints, and providing support for projects, outreach, and research initiatives.

The Early Resolutions Officer will:

- Screen, review, and triage incoming complaints, concerns, and requests, conducting initial assessments to determine completeness, severity, urgency of reported cases and jurisdiction;
- Facilitate the early resolution of human rights complaints through mediations and restorative practices;
- Provide support for special projects and systemic initiatives within the Human Rights framework;
- Participate in developing and implementing outreach/engagement initiatives and strategies;
- Maintain accurate records for the Human Rights Office (HRO).

**Summary of Duties**:

- Screen, review and triage incoming complaints, concerns and requests of potential human rights violations from individuals;
- Conduct initial assessments of concerns and complaints and determine issues such as jurisdiction, scope for triaging; including refer cases to other departments when necessary;
- Determine the severity and urgency of reported cases and prioritize them for the next steps;
- Facilitate the early resolution of human rights complaints by conducting mediations;
- Research and prepare restorative options for implementation in complaints resolution or remediation;
- Provide impartial information about human rights and options for issue/complaint resolution to stakeholders, including staff, unions, managers, principals, vice-principals, superintendents, students, parents/guardians/caregivers and external organizations ;
- Participate in, facilitate and/or coordinate working groups, focus groups and committees for HRO projects and initiatives();
- Conduct research and provide support for special projects and systemic initiatives within the Human Rights framework;
- Coordinate and support the development and implementation of pilot programs or initiatives on alternate dispute resolution and remediation practices;
- Collaborate with cross-functional teams to ensure successful project implementation;
- Participate in developing and implementing outreach and engagement initiatives and strategies to increase awareness and understanding of TDSB human rights policies, procedures and related rights and responsibilities, and legislation;
- Conduct research on human rights case law, dispute resolution, remediation, and equity best practices for human rights training and education;
- Track and report on proposed changes to applicable legislation, regulations and/or policies;
- Maintain accurate records for the HRO, including an initiative and reported cases, and manage electronic records effectively;
- Prepare reports/information on HRO activities, and statistical data needed for reporting purposes;
- Provide leadership in fostering equity and inclusiveness in the development and implementation of programs and services; and
- Other duties as assigned.
- University degree in a related field (e.g., human rights, law, social sciences) with three years related experience with a focus on intake/triaging services and human rights complaint resolution in a large unionized public sector environment, or an equivalent combination of education and experience) ;
- Certification and/or formal training and experience in mediation;
- Experience with administrative human rights complaints resolution processes;
- Experience in facilitating early resolutions and leading restorative practices;
- Familiarity with workplace investigation processes;
- Sound knowledge of human rights principles, policies and processes **;**:

- Demonstrated understanding of issues affecting historically disadvantaged groups and work experience with individuals in culturally safe and responsive manner;
- Proven ability in promoting equitable practices which value inclusiveness and diversity;
- Knowledge of relevant legislation, including the Human Rights Code, Occupational Health, Safety Act, Accessibility for Ontarians with Disabilities Act, and Municipal Freedom of Information and Protection of Privacy Act **;**:

- Excellent presentation, communication, and interpersonal skills, with the ability to handle sensitive information with good judgement, empathy and discretion;
- Strong analytical and problem-solving skills;
- Facilitation skills to lead projects and working groups **;**:

- Strong organizational skills with the ability to manage multiple, competing priorities;
- Research and report writing skills;
- Proficiency in data management (including using a case management database) and records maintenance; and
