The Workforce Branch provides system leadership, advice and oversite to the Department and system stakeholders on the regulatory, employment, policy, education and training requirements of Manitoba’s 55,000 health care employees. The branch has a leadership role in directing and supporting health policy analysts in areas of policy options, costings, evaluations and recommendations related to the health system and all aspects of health human resourcing.

Qualifications:
**Essential**:

- Formal post-secondary education with certificate or diploma in public administration, law, health, economics or social sciences (psychology or sociology) management training or an equivalent combination of education, training and experience.
- Experience in contract or program_ _management including planning, development, implementation and administration, with a focus on compensation or health human resource planning.
- Knowledge of change management principles and experience leading change with the ability to provide viable solutions to challenges.
- Excellent written communication skills.
- Excellent verbal communication skills.
- Highly developed interpersonal skills for building and maintaining positive working relationships and partnerships with diverse internal and external stakeholders.
- Experience leading or supervising a team including recruitment, new employee orientation, assigning work, performance management and coaching.
- Strong political acumen demonstrated through experience providing strategic advice to senior leaders to influence decisions.
- Strong organizational and time management skills including the ability to respond to changing priorities and meet deadlines.
- Experience with Microsoft Office (Outlook, Word, Excel & PowerPoint).

**Desired**:

- Experience in public administration including knowledge of departmental administrative systems and policies and the General Manual of Administration.
- Experience and knowledge of the organization and administration of the Manitoba health care system.

**Duties**:
The position is responsible for managing and directing staff in the execution of workforce policy and planning. This includes: responsibility for managing stakeholder relationships; reviewing proposals and responding to complex operational health workforce issues relating to service delivery across the various health service delivery organizations; and working with other areas of the Department to evaluate options, make recommendations, and evaluate outcomes either independently, at the direction of the Executive Director or as part of a team.
