The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. At the 1992 Earth Summit in Rio de Janeiro, world leaders agreed on a comprehensive strategy for sustainable development. A key agreement opened for signature at Rio was the Convention on Biological Diversity. The Convention has three objectives: the conservation of biological diversity, the sustainable use of its components and the fair and equitable sharing of the benefits arising out of the utilization of genetic resources. The Secretariat of the Convention on Biological Diversity (SCBD) is located in Montreal, Canada and is administered by UNEP.
This post is located in the Secretariat of the CBD, within the Office of the Executive Secretary (OES) at the Biosafety Protocol Unit (BP). Under the general guidance of the Deputy Executive Secretary (OES) and the direct supervision of the Head of Biosafety Protocol Unit (BP), the incumbent will carry out the following functions:
**Responsibilities**:
A) Provides technical and scientific advice to Parties for further development of policy on scientific and technical issues under the Cartagena Protocol on Biosafety and the Convention on Biological Diversity, with particular focus on the impacts of modern biotechnology and synthetic biology on the conservation and sustainable use of biodiversity by, among other things: (i) planning, coordinating and facilitating activities of relevant expert groups as established by the Parties; (ii) drafting and updating of technical and scientific documents and guidance on risk assessment and risk management of living modified organisms and of organisms developed through synthetic biology; (iii) researching and synthesizing scientific information; and (iv) monitoring the implementation of the relevant provisions of the Cartagena Protocol and the CBD.

B) Leads the work to build and enhance the capacity of Parties, in particular developing countries, to implement the relevant scientific and technical provisions of the Cartagena Protocol and undertake appropriate technical research and environmental assessments by (i) analyzing countries needs and translating them into actionable capacity-building solutions; (ii) indentifying potential partners, including other UN organizations, and developing collaborative relationships; (iii) developing and updating training materials; and (iv) planning and delivering capacity building activities, including e-learning and face-to-face training.

C) Participates in the organization of the meetings of the Governing bodies of the CBD and the Cartagena Protocol and their subsidiary bodies, prepares the necessary background documentation for such meetings in assigned areas of responsibility, and services the meetings.

D) Supervises the work related to the submission and maintenance of scientific information and databases in the Biosafety Clearing-House, and the planning and implementation of activities on detection and identification of living modified organisms, contained use and illegal or unintentional transboundary movements between countries.

E) Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting.

F) Performs any other work as may be assigned.
