**General Accountability**:

- Reporting to the Time Management Systems Specialist, this position is responsible for analyzing and processing the payrolls electronically for all Engineering Construction & Expansion (EC&E)) employees in an accurate and timely manner and maintaining employee-related records and files. The incumbent also produces weekly, monthly and yearly predefined labour reports. Ensures consultant hours are submitted and oblige to the regular hours and OT rules as defined in each contract and generate reports for consultant approved hours.**Key Job Functions**:

- Prepares and analyzing weekly time records used for inputting to Finance Department’s mainframe staff attendance reporting system (OARS), ensuring appropriate hours and codes are entered; with the ability to adapt to new reporting systems that will be implemented
- Ensures payroll entries are accurate for the timely payment of salaries, overtime, meal allowance and mileage claims to E&C employees;
- Verifies weekly payroll information to ensure hours are recorded in compliance with Commission policies;
- Ensures that the distribution of weekly hours is accurate and complete;
- Maintains vacation entitlement, lieu time records, and OT reports and providing employees with their personal vacation records;
- Monitors vacation, floater and accrued lieu time to ensure accuracy of input and to ensure entitlements are not exceeded; liaising with staff and their supervisors to resolve discrepancies;
- Queries attendance information to resolve discrepancies, preparing adjustment forms as necessary and reporting on information as requested;
- Liaises and ensuring compliance with Human Resources Department and Payroll and Benefit Accounting, Finance Department;
- Monitors receipt of hard copy approvals for lieu time and overtime, and keeping records
- Enters and submits timesheets for staff working at remote sites
- Produces and executes predefined labour reports by projects and organizational structure and financial payroll distributions
- Ensures the eTimeMachine labour/cost reporting system is available for use for timesheet submission and reporting by Group staff;
- Prepares and balances staff bi-weekly labour distribution summaries for Payroll & Benefit Accounting, Finance Department; investigating and correcting missing data entries if required;
- Monitors labour input to the eTimeMachine system to ensure completeness and accuracy of hours and charged accounts, and to ensure adherence to policies; liaising with staff and their supervisors to resolve discrepancies;
- Receives timesheets for consultant work (electronically) and responding to inquiries about the inputted detail; ensure that the regular and OT hours submitted follow the rules as defined in their contract
- Issuing various spreadsheet reports, i.e. absence and overtime;
- Processing year end vacation entitlements and reconciling with Finance Department records, ensuring all carryover or borrowed vacation have documented approvals.
- Providing assistance and information to management and staff in matters relating to pay policies and employee attendance records;
- Maintains confidentiality regarding access to employee information
- Prepares and analysis pay adjustments to ensure accuracy, timeliness and proper authorization to correct payroll discrepancies; reconciling adjustments against previously printed reports and records;
- Provides assistance and information to management and staff in matters relating to pay policies and employee attendance records;
- Responsible for treating passengers and/or employees with respect and dignity and ensuring the needs of passengers or employees with disabilities are accommodated and/or addressed (if applicable and within their area of responsibility) in accordance with the Ontario Human Rights Code and Related Orders so that they can fully benefit from the TTC as a service-provider and an employer.
