Reporting to the General Manager Parks, Recreation, Culture and Facilities, the Manager Facility and Parks Planning is responsible for all facets of planning and community engagement for major civic parks and facilities. This includes the planning and design of major parks and community centres within the City by working closely alongside peers in the Parks, Recreation, Culture and Facilities department as well as key internal stakeholders in other departments across the organization.

The Manager Facility and Parks Planning is responsible performing professional work in developing strategic plans and managing the planning phase of the City’s development and renewal of recreation, culture and community facilities. They will review and synthesize a variety of capital improvement projects and strategies as well as best practices and trends to provide expert advice on facility design while incorporating community and stakeholder involvement in facility and park planning. This position will also provide guidance and leadership to a team of two exempt direct reports thus excellence in people leadership and the ability to coach and mentor staff to success in their own career development goals is a key element of this role.

The successful incumbent will have a University degree in Planning, Architecture, Landscape Architecture, Business Administration or a related field. Education should be supplemented with 5 or more years of experience in facility planning and development as well as a minimum of 7 years of progressive related leadership experience in the fields of major facility planning or development, architecture, including landscape architecture and/or largescale project management. A background in working on the planning, design and execution of parks or facilities is desired. Experience within a municipal or regional government setting including operations experience are an asset. A valid BC Driver’s License is required.

**Other Requirements include**:

- Excellent interpersonal skills to serve as a critical focal point between multiple parties at the Council and executive level; and to provide strategic advice, counsel and guidance on critical issues with respect to current and future needs for parks, recreation and culture facilities.
- Excellent written and verbal communication skills with the ability to negotiate, influence, and liaise effectively with contractors, consultants, community groups, members of the public and external agencies.
- Advanced research, analytical and problem solving skills, with an ability to identify improvements for existing recreation facility infrastructure.
- Advanced levels of business acumen and critical thinking skills to identify risks and leverage opportunities when representing the Parks, Recreation Culture and Facilities Department on various matters that impact the public.
- Excellent negotiation and conflict resolution skills with the ability to develop and maintain positive working relationships with internal clients, members of the community, and other external agencies.
- Ability to adapt to a continually evolving environment centered around a team-focused, fast-paced workplace environment.
- Track record of success in promoting and maintaining a work environment which fosters and rewards teamwork, initiative, accountability, diversity and innovation.
- Strong financial management skills (including knowledge of budgeting and accounting practices) with the ability to manage operational budgets and expenditures for the division.
- Experience leading and directing staff on departmental strategies and business plan objectives.
- An understanding of the strategic direction of the City.
