The Manager of Human Resources is responsible for providing strategic and operational human resource organizational effectiveness services to the organization. Includes providing advice, counselling and recommendations on policies and procedures, collective agreements, their interpretation, and compliance with legislation. Provides leadership in the formulation of human resources policies and practices related to employee relations. The Manager of Human Resources must work collaboratively with employees, administration, and members of senior management.
The Manager of Human Resources acts as a mentor and resource for departmental staff. The manager has a focus on continuous improvement, while ensuring adherence to St. Joseph’s at Flemings relevant policies, procedures, mandatory education, ministry/legislative requirements, and Collective Agreements, under the direction of the Chief Executive Officer.
**Responsibilities**:
- Responsible for leading, developing and implementing SJF’s Human Resource programs, liaising with SJF’s interdisciplinary team and other external resources as required.
- Manage Scheduling Department Staff and Processes.
- Acts as a mentor/coach and resource for all employees, contributing to strong relationships.
- Provide excellence in strategic and operational human resource services that will assist in achieving strategic plans and operational goals.
- Manage Workplace Safety and Insurance Board claims and SJAF’s modified return to work program. Assist with the completion of WSIB forms as required.
- Manage employee sick programs, for both STD and LTD through third party providers, ensure adequate tracking metrics are being met.
- Develop and implement Attendance Management Program, monitor absenteeism trends.
- Leads grievance processes, contract negotiations, conciliations, and arbitrations.
- Participates in Labour Management meetings (CUPE, ONA)
- Manages recruitment and on-boarding processes, including the screening of applicants, developing interview guides, conducting interviews, reference checks, planning and executing career fairs or other recruiting events.
- Manage internal and external job posting processes.
- Manage offboarding processing, including preparing for succession planning, retention strategies and performing exit interviews.
- Manage and facilitate workplace investigations, as required.
- Maintain all necessary databases and paperwork as required.
- Effectively communicate pertinent information with all necessary parties, within SJF, ensuring an appropriate and effective flow of communication.
- Completes audits and other documentation reviews as assigned/required.
- Functions within the confines of relevant legislation, codes, acts, policies, procedures and standards and collective agreements.
- Participate in annual education, required in-services, committees and adheres to St. Joseph’s at Flemings relevant policies and procedures.
**Qualifications**:
- Preferred Graduate Degree in Management Relations, Post-Secondary Degree in Human Resources Management, or equivalent experience and education.
- CHRP designation in good standing, or commitment to working towards
- Minimum of 5 years of demonstrated progressive management and or labour relation/ HR experience, preferably in long term care or health care environment, with previous management experience in multi-union environment.
- Experience in labour relations, contract negotiations, conciliations, arbitrations in a multi-union environment
- Experience in disability management, WSIB claims management, and health & safety.
- Comprehensive knowledge of related legislation including Employment Standards, WSIB, Health & Safety Act and Regulations, Human Rights Code, Employment Equity, and Labor Relations Act.
- Must have proficient computer skills, proficiency with Microsoft Office Suite and Scheduling Systems., experience with Quadrant an asset.
- Must be able to work flexible hours.
- Must have excellent written, verbal, and nonverbal communication and interpersonal skills.
- Possess strong conflict resolution skills and critical thinking skills. Ability to work both independently and in a team environment.
This is a temporary full-time position termed for 12-18 months. The successful applicant will receive 14.5% in lieu of benefit pay, in addition to their hourly wage.
