Resource Assistance for Youth (RAY) is a non-profit organization dedicated to helping young people in Winnipeg overcome challenges related to homelessness, poverty, and lack of opportunity. We provide a range of programs and services to empower youth, support their personal growth, and help them build better futures. As part of our commitment to fostering a positive and supportive work environment, we are seeking a dedicated and experienced Human Resources Manager to join our team.

**Position Overview**

**Key Responsibilities**

1. **Recruitment and Staffing**
- Lead recruitment efforts by identifying staffing needs, developing job descriptions, and conducting interviews.
- Manage the full-cycle recruitment process, from job posting to onboarding of new employees.
- Collaborate with department heads to understand staffing requirements and provide support for team growth.

2. **Employee Relations**
- Serve as a trusted point of contact for employees, offering guidance and support on HR-related issues.
- Mediate and resolve conflicts, ensuring a respectful and positive workplace environment.
- Provide coaching and support to managers in handling sensitive employee matters.

3. **Training and Development**
- Assess training needs and develop, implement, and monitor training programs to foster employee development.
- Support the continuous professional growth of employees by promoting ongoing education and training opportunities.
- Ensure employees understand and adhere to organizational policies and procedures.

4. **Compensation and Benefits**
- Manage the organization’s compensation structure and benefits programs.
- Provide guidance on salary and compensation practices to ensure fairness and alignment with industry standards.
- Oversee employee benefits administration and ensure employees have access to necessary support.

5. **Compliance and Reporting**
- Ensure compliance with employment laws, labor standards, and health and safety regulations in Manitoba.
- Maintain accurate HR records and ensure confidentiality of sensitive employee information.
- Monitor and report on HR metrics to measure the effectiveness of HR programs.

6. **Culture and Employee Engagement**
- Foster an inclusive, supportive, and respectful work environment that promotes employee well-being.
- Lead initiatives that enhance employee engagement and satisfaction.
- Support organizational change and growth while ensuring a strong alignment with RAY’s values and mission.

7. **Performance Management**
- Implement and oversee performance management systems, ensuring clear expectations and feedback.
- Assist with employee evaluations and the development of performance improvement plans.
- Promote a culture of accountability, continuous feedback, and professional growth.

**Qualifications**
- **Education**: Bachelor’s degree in Human Resources, Business Administration, or related field; HR certification (CHRP, CHRL) preferred.
- **Experience**: Minimum of 5 years of experience in human resources management, with at least 2 years in a leadership role.
- **Skills**:

- Strong understanding of HR principles, employment law, and best practices.
- Proven ability to manage recruitment processes, employee relations, and performance management.
- Excellent communication, interpersonal, and conflict resolution skills.
- Strong organizational and time-management skills with the ability to prioritize tasks effectively.
- Knowledge of HR software and systems.
- Commitment to diversity, equity, and inclusion in the workplace.

**Working Conditions**
- Full-Time position, based in Winnipeg, Manitoba.
- Occasional evening and weekend work may be required for special events or urgent matters.
- A competitive salary and benefits package will be offered based on qualifications and experience.

Pay: $36.00-$40.00 per hour

Expected hours: 37.5 per week
