The management responsibility for the overall operation of the Health Connect project, including the development, planning, marketing, and implementation of the program in accordance with the mission of YWCA Toronto, the agreement with YWCA Metro Vancouver, the program partner, Employment & Social Development Canada (ESDC), other funders and the needs of the participants. The Health Connect program’s objective is to improve the integration into the Canadian labor market of skilled newcomer and refugee self-identified women who are internationally educated health professionals (IEHPs) in Ontario. This middle management position is also responsible for contributing to the overall management of the Association.

We help women, youth and gender diverse people flee violence, secure housing, find jobs, establish their voices, enhance skills and develop confidence. We offer a range of housing options, employment and training programs, community support programs, girls’ programs and family programs. We also engage in systemic advocacy.

**KEY RESPONSIBILITIES**
- Prepares and monitors the program budget in consultation with the Director of Employment and Training;
- Ensures that fiscal goals are met and prepares contingency plans, if required;
- Directs and actively negotiates all agreements and community partnerships;
- Maintains financial records in accordance with the requirements of the program partner;
- Provides monthly reports to funders and quarterly reports to YWCA Toronto;
- Responsible for on-site management of all aspects of the HC program, including the HC staff, programming, staffing, and health and safety of staff and participants/clients;
- In collaboration with the Director of Advocacy and Communications, develops and implements promotions, and marketing and publicity campaigns including webpage development;
- Markets the program to employer partners to enable employment support to IEHPs such as mentorship, coaching and networking as needed;
- Ensures adherence to the policies and procedures of the YWCA's Administrative Manual and funder’s guidelines;
- Ensures the hiring of all program staff in consultation with the Director of Employment and Training and the Director of Human Resources and Administration, in accordance with the personnel policies of the Association;
- Ensures the training, supervision and regular evaluation of all staff, students and volunteers, including enhancing and developing their knowledge and skills related to the foreign credential recognition process and the needs of the newcomer IEHPs;
- Plans and monitors the staff work schedules and covers for staff absences, when required;
- Facilitates and supervises the working relations between YWCA Toronto and other partner staff;
- Participates with the Director of Employment and Training to develop long and short-term plans to meet the identified needs of the program, undertaking a comprehensive evaluation plan and the overall organizational objectives;
- Responsible for managing deliverables, outcomes and statistical tracking systems of program and special project initiatives, and ensuring that the program deliverables are met;
- Oversees the development of a culturally appropriate, up-to-date and relevant program curriculum; evaluates the program regularly to ensure accountability and success and implements best practices;
- Works closely with the program staff in areas including but not limited to employer partnerships, employer engagement focus groups, employer engagement training sessions, skills gap training, networking events and mentoring programs.

**QUALIFICATIONS**
- In-depth knowledge of an academic discipline normally acquired through completion of a graduate degree in Social Work, Psychology, Communication, Counselling, Adult Education or Business Administration with three to five years directly related experience. **(Cases for Equivalency will be considered)**;
- Advanced knowledge of theories and concepts relating to the practice of social work, group work and employment programs;
- Knowledge of financial and human resource management as well as previous work in a multicultural, unionized environment is required;
- A thorough knowledge of women's services, settlement, employment programs, and access and equity issues is required;
- Excellent written and oral communication skills;
- Advanced research and analytical skills;
