Reporting to the Branch Manager, Corporate Procurement and Supply Services, the Continuous Improvement Manager contributes to the City’s Strategic Vision by performing a dual faceted role. Firstly, as a managerial member of the Branch Leadership Team and operating within a collective leadership accountability, the Continuous Improvement Manager is focused on creating the conditions for success and of the direction, priorities, and direction of the Corporate Procurement and Supply Services (CPSS) Branch. Secondly, this role is accountable for aligning and managing the human, social, and technical and operational system within CPSS.

The Continuous Improvement Manager leads a team of professional staff accountable for a wide variety of continuous improvement and innovation initiatives within procurement, contract management and supply chain environment. As the Continuous Improvement Manager, you will play a key role in increasing the City’s continuous improvement capacity through the development and delivery of knowledge and skills to our leaders and staff to support the corporate development and adoption of procurement, contract management and supply chain policies and processes. As a result, effective change management planning and execution will be critical to fostering commitment and ownership at all levels of the organization.

Some of your key accountabilities in this position include:

- Identifying and documenting key business drivers, strategies and requirements that affect service delivery
- Identifying process improvement options and supporting the design of future state processes
- Supporting the implementation of project management principles by developing strategies, work plans, project schedules, estimates and implementation plans
- Developing and implementing quality management systems through process innovation and continuous improvement
- Developing and delivering the supply chain, SAP Ariba P2P solution, procurement and contract management training needs of the organization
- Reviewing internal procurement and contract management processes ensuring alignment with applicable procurement law and trade agreements
- Managing projects and providing change management leadership in the analysis of business requirements in order to develop business solutions to meet the branch procurement, contract management and supply chain needs
- Providing consultation and advisory services and business and process improvement expertise to enable continuous improvement of procurement, supply chain and contract management standards and processes
- Manage and lead a high performing team while providing consultative supervision and direction to employees in areas of project management, procurement processes, business analysis, process improvement, innovation and organizational change management

**Qualifications**:

- Bachelor’s degree in Business Administrative, Supply Chain, Engineering, Business Administration, B.Comm or related discipline
- Supply Chain Management Professional (SCMP) or Certified Public Purchasing Officer (CPPO) or other equivalent designations is an asset
- Black or Green Belt Lean Six Sigma Designation is a strong asset
- Certification in project management, business analysis and/or change management are considered strong assets
- 7 years of progressively responsible experience developing continuous improvement programs preferably related to procurement and supply chain within large, complex organizations, including at least 3 of those 7 years being in a leadership capacity overseeing the development and implementation of a continuous improvement programs and change management in a large organization, enabling efficiency, effectiveness and tangible financial results
- Understanding of strategic and business planning principles, policy development and benchmarking
- Experience working with procurement, contract management, purchasing and supply chain functions is a strong asset
- Familiarity with public procurement processes and trade agreements are strong assets
- Demonstrated experience and capability to manage complex projects
- Demonstrated experience and capability to manage, lead and supervise teams
- Excellent presentation and facilitation skills
- Excellent consulting and strategic planning skills
- Excellent communication skills with diversified audiences with proven results
- Demonstrate service excellence, embracing diversity and promoting inclusiveness
