Job Summary
The Workforce Planning Group at NAV CANADA expertly guides and supports the organization in the creation and execution of comprehensive workforce plans through analytical insight, business knowledge and innovation. Our goal is to enable the alignment of the workforce with the organization’s strategic objectives and long-term vision.
Reporting to the Director, Workforce Planning, the Manager, Air Traffic Services (ATS) Resourcing and Capacity Performance provides strategic and tactical support to senior management through the creation of planning frameworks, planning governance, planning processes and the oversight of the development and completion of workforce plans.
The position leads a high performing management team that delivers functional leadership support to a wide range of management stakeholders. The team is responsible for labour research and analysis into workforce issues that inform labor practices and negotiations and is responsible for the development of workforce and capacity plans for the organization, particularly of the Air Traffic Services (ATS) Service Delivery group, and provides preliminary assessments of workforce-related costs to senior management.

In this role you will:
- Leads the design and governance of resourcing, capacity planning, capacity analytics frameworks as well as workforce-related planning guidelines for the organization.
- Leads and manages the team responsible for the end-to-end cycle of workforce planning activities within ATS.
- Advise senior management on workforce analytical trends and potential risk and recommend cost effective solutions to workforce planning issues.
- Contributes to the budgeting process by providing workforce-related financial planning expertise to senior leaders and the Finance group.
- Provides workforce-related research and analytical insight to recommend improvements that drive labor practices and inform labor negotiations.
- Contributes to high-level workforce-related strategic direction and works collaboratively with different business partners to create thorough execution plans to meet corporate objectives.
What you bring:
- Post-secondary education, preferably in HR, Business or Finance, or comparable experience
- Three (3) or more years of experience in business planning, preferably workforce planning or financial forecasting
- Three (3) or more years of experience in people-leadership, preferably leading and coaching managers, and high-performing teams
- Demonstrated knowledge of the organization, workforce planning and financial matters to solve various business issues
- Extensive knowledge of workforce planning practices, processes and principles
- Extensive knowledge of financial analysis, budgeting and cost accounting procedures and policies
- Extensive knowledge of collective agreements and any applicable legislation in alignment with workforce planning (staffing, leave, etc.)
- Extensive knowledge of specialized workforce planning software: OASRS, Workday, iPlan, Optimal Staffing Analyzer, Workforce Modeller, etc.
- Good knowledge of Microsoft Office Suite (Word, Excel, PowerPoint, Outlook etc.)
