Job Summary

Reporting to the Director, ATS Standards, the National Manager, ATS Standards Delivery is responsible for the management leadership of the ATS Standards and Procedures (ATS S&P), Operational Publications, AIM Standards and IFP Design and Aviation Weather Services teams.

These teams form the “Setting Standards” portion of the ATS Standards department where procedures are created, amended, and reviewed. Close collaboration with the team ensuring compliance to these standards is required to ensure that our system is safe and efficient through appropriate standards and procedures.

The National Manager, ATS Standards Delivery’s role includes planning, organizing, and directing the development and maintenance of separation mínima and criteria and initiating requirements for associated ATS procedures meeting the needs of national and foreign users of Canadian airspace. The development of these rules, standards and procedures requires extensive internal and external coordination and clear understanding by all stakeholders.

In this role you will:
The development, implementation and review of standards and procedures contained in numerous ATS manuals including NC-SWOP, MATS, ATSAMM, O/C MANOPS etc.
- Work with ATS S&P, local procedures teams, customers, and other stakeholders to identify and implement new procedures
- Support the effective publication of ATS and AIM standards and procedures
- Identify and recommend to Director, ATS Standards changes in procedures and standards.
- Develop national safety mitigations pertaining to ATS and AIM procedures
- As lead of the National Team for ATS S&P, help set priorities both locally and nationally for ATS S&P.
- Provide functional advice and guidance to the Director, ATS Standards and other HQ managers.
- Make recommendations for the response to corporate requirements or the resolution of issues.
- Co-chair the Canadian Aviation Best Practice Working Group
- Lead ATS procedural change national initiatives and support innovation and modernization of ATS procedures
- Liaise with Transport Canada on CARs Part 8 interpretations, clarifications, and amendments
- Generate alternative solutions to problems for consideration in senior management decision making.

Establish and maintain effective relationships with key stakeholders
- Proactively monitor and respond to customer needs
- Provide advice and support to NAV CANADA managers as required
- Build and manage relationships with key internal and external stakeholders, including ATS Learning, Safety and Quality, Service Delivery, AIM, TC, Customers, and other stakeholders.

What you bring:

- At least 5 years experience in managing people
- Have obtained a certification or license for ATC, FSS or ATOS or have worked as a leader for at least 5 years in ATS Standards with a focus on standards and procedures
- Detailed knowledge of NAV CANADA Operational Publications
- Knowledge of aviation and industry trends to meet the evolutionary changes and improvements to the automated environment.
- Knowledge of ICAO Safety Management, NAV CANADA Safety Management including State and ANSP accountabilities.
- Knowledge of Air Traffic Management
- In-depth knowledge of Canadian Aviation Regulations
- Knowledge of operational systems and equipment
- An understanding of strategic planning and management fundamentals such as budgeting
- Financial acumen, including accounting methods, customer fees and service levels, and revenues versus operating costs and capital
- Value customer service
- Possess good business acumen (includes NAV CANADA’s business and operational mandate, and strategic objectives)
- Good understanding of ATS Learning needs and delivery
