Job Summary


The Manager, Air Traffic Services (ATS) Recruitment Program Delivery is the key leadership contact responsible for strategic planning and prioritization of hiring activities and manages the implementation and delivery of all talent acquisition programs for operational roles, including Air Traffic Services (ATS) students.

The role provides strategic consultation and planning services between various staffing programs, supports strategic initiatives and supports hiring managers planning and prioritization.


The Manager serves as a recruitment and selection business champion, change agent, and strategic partner to regional and national managers in operations, workforce planning and ATS Learning.

The role is responsible for advising on strategic and tactical recruiting direction and ensures that the staffing needs are reflected in the delivery of recruitment and selection programs, processes and plans.

In this role you will:

  • Leads a diverse team of manager, partners and advisors, creating a positive and collaborative work environment that provides its employees direction, regular communication, development opportunities, and a commitment to a common vision and shared values.
  • Functionally coaches, mentors and develops direct reports and operational hiring managers to ensure fair and consistent recruitment and selection practices, timely filling of recruiting needs and appropriate recruitment and selection plans.
  • Plans and manages the recruitment and selection activities, establishing strategies, business goals, performance indicators and objectives, priorities, work plans, milestone deliverables, financial and resource plans.
  • Develops and implements tactical and strategic plans to improve Operational recruitment and selection performance in the Flight Information Regions (FIRs) and at National Capital Region (NCR), that are aligned with organizational and corporate strategies and priorities
  • Identifies, develops, implements, and continually refines strategies, metrics, practices and procedures for the management and reporting of ATS and operational recruitment and selection
  • Ensures that the delivery of all recruitment and selection products and services align to legislated requirements, corporate policy, approved procedures, collective agreements, guidelines and directives
  • Reviews all recruitment and selection complaints and/or grievances to suggest and implement system improvements.
  • Develops and maintains close and mutually beneficial relationships with internal and external stakeholders including Transport Canada, internal leaders, and union representatives.
  • Reviews and manages the budgetary plans, allocates and manages material, financial, and human resources to meet future business needs and priorities
  • Develops and evaluates recruitment programs to ensure they are effective and address corporate goals, such as official language requirements and corporate diversity goals. Recommends enhancements that are aligned with current market trends and corporate business goals.

  • Bachelor's degree in Business Administration, Human Resources or related field, or an equivalent combination of education and experience.
  • 57 years demonstrated experience in managing a diverse team
  • 35 years project and program management experience which includes organizing, planning, and executing programs.
  • Experience managing resources and budgeting activities. Prior experience executing strategic plans and gaining operational support and implementation.
  • Detailed knowledge of interviewing and assessment formats and processes; excellent interviewing/assessment skills.
  • Knowledge of employment law and collective agreements
  • Indepth knowledge of Air Traffic Services (ATS) operational and training environment and needs
  • Bilingual in English and French preferred
