We are hiring a Manager, Payroll and Benefits to join the Finance Department, Shared Services.

**ROLE SUMMARY**:
Reporting to PavCo’s Chief Financial Officer, the Manager, Payroll and Benefits leads our Payroll and Benefits team to administer timely and accurate processing of payroll and benefits functions across the organization in a unionized and non-unionized environment.

The role provides oversight and advice for related pay policies to ensure compliance to both provincial and federal legislation and standards. It further supports innovation and enhancement of our payroll system to promote optimal business and workflow practices. This position is responsible for coaching, developing, and supervising a team of payroll professionals to ensure adherence of multiple compliance regulations and adherence of best practices and procedures.

**WHAT YOU WILL DO**:

- Oversee and ensure accurate and timely processing and pay of all payroll transactions including salaries, benefits, taxes, and other deductions.
- Oversee and ensure accurate and timely processing of payroll and benefit updates including new hires, terminations, and changes to pay policies.
- Oversee preparation of payroll and benefit statements including remittances to the Receiver General, pension plan, extended health/dental, Life, LTD and other insurance providers.
- Administer and maintain employee payroll files and records.
- Ensure the payroll and benefits department leverages technology to help administer the latest payroll techniques and methodologies to achieve greatest efficiencies and business outcomes.
- Oversee and lead the operations of the Payroll and Benefits team in processing and administering all payroll related functions and services.
- Hire, train, coach and support development of payroll team members and contractors to have a good understanding of all payroll and benefits related policies, procedures and systems.
- Sets cascading team goals and support payroll team members with prioritization of work; carry out performance evaluations.
- Provide people managers with payroll processing onboarding and training to support timely payroll processing and pay policy compliance.
- Facilitate communications with managers across the organization to ensure accurate and timely payroll is processed, which ensures compliance to pay policies
- Act as the Subject Matter Expert (SME) for all payroll-related inquiries while reinforcing working relationships with staff.
- Remain current and well informed of legal and regulatory requirements that have an impact on the organization’s payroll management, compensation and benefits. Adopt requirements and communicate changes to management and stakeholders as needed.
- Support an environment of innovation and continual improvement within the payroll processing system.

**WHAT YOU WILL BRING**:

- Undergraduate degree preferred in a related discipline that includes studies in Human Resources, Accounting, or Finance.
- PCP or CPM designation preferred (or willingness to obtain designation within reasonable timeframe).
- Minimum of 5 years payroll processing experience in a leadership role. A combination of education and experience will be considered.
- Canadian payroll experience preferred.
- Experience processing full-cycle payroll in a complex environment, including general analysis and reporting, with experience in accounting functions related to payroll.
- Possesses expert knowledge of legislative requirements as they impact payroll.
- Knowledge and understanding of basic accounting and human resources principles and concepts
- Strong aptitude for systems and data management, specifically, Ceridian Dayforce HCM and Microsoft Office
- Exceptional communication and interpersonal skills with the ability to build and maintain effective, lasting professional relationships accompanied by a demonstrated customer focus.
- Strong organizational abilities, a keen attention to detail, proven problem solving and decision-making skills and the ability to adapt to changing priorities in a fast-paced environment.
- Excellent organizational and time management skills; ability to handle multiple tasks simultaneously and prioritize effectively.
