**Job Summary**:
**Duties & Responsibilities**:
- Leads successful multi-disciplinary project teams consisting of resources from Digital & Information Services, business experts from other departments, staff from Regional partner organizations externally contracted consultants and vendor representative.
- Prepares request for proposals (RFPs) for technology solutions and services.
- Supervises a technical team to perform day-to-day project and support activities.
- Provides technical leadership, mentoring and guidance to developers and system analysts working on development project teams.
- Adheres to approved project management methodologies and ensures successful delivery of projects on time, to budget and within quality and scope.
- Collaborates and manages relationships with internal and external stakeholders, including vendors, departments, IT teams and other corporate and community partners.
- Researches and makes recommendations on software products and services in support of procurement and development efforts including cloud services and software as a service (SaaS).
- Establishes and maintains contact with professionals in related fields to keep abreast of new developments and best practices in the field of information technology, and promotes those which can improve efficiency and effectiveness.
- Performs other duties as assigned.
**Skills & Qualifications**:
**Essential**
- Post-secondary education in Computer Systems Design, Computer Science or a related discipline.
- At least ten (10) years of experience in software development and/or programming design and project management.
- At least five (5) years of supervisory or project management experience with the ability to lead, coach, influence and motivate staff.
- Highly developed project management, analytical and organizational skills.
- Knowledge of information technology, system and software quality assurance.
- Highly developed oral and written communication skills
- Excellent customer service skills.
- Strong analytical and problem solving skills.
- Strong technical background.
- Strong technology skills including SAP/Siebel, ESRI GIS, Microsoft software (Dot Net programming language, Sharepoint, Dynamics CRM), Windows, cloud based solutions, SaaS, and integration with on premise solutions.
**Preferred**
- Master’s degree and/or certifications in project management (PMP).
