**Leads intergovernmental policy development and implementation for division and department.**
- Develops ministry policy positions, advises on intergovernmental relations and leads development and coordination on Alberta Advanced Education's intergovernmental policy responsibilities.
- Key role as part of the position is to act as an Intergovernmental Advisor for the Council of Ministers of Education Canada (CMEC), acting as a conduit between Deputies, Ministers and the CMEC Secretariat.
- Ensures intergovernmental tables are leveraged to advance Alberta's interests at the pan-Canadian level on a number of files including (for example, broad post-secondary interests, international education, indigenous education, and data).
- Reviews and evaluates intergovernmental policy memos and ensures responses support strategies to advance Alberta's intergovernmental activities and interests on the national and global stage.
- Collaboratively identifies and supports data collection needs and analysis of information, e-scans and other evaluative activities to support current state of strategic intergovernmental activities in Alberta and cross-jurisdictionally, including international/inter-jurisdictional models and best practices.
- Works in close collaboration across the ministry, including executive counsel, finance and operations colleagues to ensure intergovernmental initiatives are in alignment with Executive team direction. Evaluates and provides direction to ministry and broader GOA policies having relationship to intergovernmental relations as related to pan-Canadian and CMEC initiatives.**Leads intergovernmental strategic engagement and stakeholder relations to support longer term agenda of Advanced Education and the Government of Alberta.**
- Leads, develops and implements Intergovernmental policy and strategy for the department to best position Advanced Education and the Government of Alberta in areas of strategic importance to the province.
- Works across the ministry and GOA to lead implementation of ministry engagement on the intergovernmental policy file. Includes staff engagement within division, ministry and with cross ministerial engagement (Executive Council, Alberta Education, etc.) to ensure alignment, complement and benefit to GOA direction on intergovernmental files; this includes work with CMEC.
- Completes CMEC Strategic Engagement planning and process in alignment with GOA and Advanced Education intergovernmental priorities. Includes project planning and engagement critical path processes, design of terms of reference for advisory and working groups, and evaluation plans as required.
- Connects intergovernmental work, including CMEC, to division, ministry and GOA priorities.
- Develops and constantly refines CMEC strategic planning process.
- Leads collaboration with other divisions and Government of Alberta departments through negotiation and articulation of approaches to intergovernmental processes, intergovernmental project management including monitoring and evaluation of strategies. Provides direction and oversight to ongoing and one off intergovernmental projects and initiatives.**Evaluates outcomes and provides pathways forward**.
- Develops and maintains strong working relationships with key intergovernmental and international education decision makers, provincial officials, and intergovernmental bodies who have involvement and accountabilities in education.
- Promotes awareness and discussion on provincial strategic direction, approaches, and current state of pan-Canadian education initiatives.
