**Role**:
Reporting to the Director, Intergovernmental Relations Branch, the Manager, Intergovernmental Relations, is integral to the intergovernmental work performed by the branch. The Manager, Intergovernmental Relations manages Alberta's participation in the Council of Ministers of Education, Canada (CMEC), at the Ministerial, Deputy Ministerial and officials levels, oversees the departments negotiation of and adherence to international conventions and treaties reported on through the Continuing Committee of Officials of Human Rights (CCOHR).

The Manager is responsible for supporting federal-provincial/territorial and other intergovernmental relationships regarding educational issues and providing strategic advice to branches across the ministry on ministry and GOA policies and directions. This position is also responsible for developing and maintaining a network of effective working relationships with a broad range of stakeholders. The Manager supports the participation of the Director and Ministry executive leaders on pan-Canadian and international intergovernmental initiatives and committees, and also participates in a variety of working groups and committees. This position impacts the ministry as a whole as well as individual ministry branches to promote alignment between broader provincial, inter-provincial, national, and international policies and directions (e.g., identifies the impact of broader policies on operations/projects, integrates information for background research and briefings). It also influences the ministry's relationship with other ministries, provincial governments, the federal government and pan-Canadian and international intergovernmental organizations.

**Responsibilities**:

- Represent Alberta Education's position in interprovincial and interdepartmental K-12 projects as required and coordinate departmental response (e.g., CMEC Advisors, CMEC working groups or steering committees).
- Research and analyze the impact of federal directions, policies and decisions on the ministry, including domestic and international government elections.
- Liaise with business units across the ministry to provide information regarding policy impacts and advice on the engagement of other provincial or federal governments.
- Research activities across the ministry as part of the ministry's environmental scanning processes and identify gaps and points of connection, especially in relation to Education's participation in CMEC.
- Represent the branch as lead (where delegated by the Director) or participate in steering or working groups and committees within the department or on cross
- government initiatives to provide a strategic viewpoint on the alignment of the ministry's directions and priorities and project needs (e.g., what is possible, the impact of pan-Canadian, provincial or federal decisions)
- Provide the Director with support and recommendations relating to issues, opportunities, and challenges associated with the ministry's provincial, interprovincial or pan-Canadian relationships and project involvement.
- Represent the Director when required at meetings, or in committee or pan-Canadian conference calls.
- Complete responses to action requests and briefings according to established timelines.
- Build strategic and close working relationships with other provinces/governments, Alberta departments, Education divisions e.g., identify areas for provincial/territorial alignment with Alberta Education priorities; develop positive working relationships with contacts in other provincial/territorial education ministries.
- Develop strategic/policy advice on federal and interprovincial priorities and actions e.g., assess implications of federal budget and throne speech; input on policy directions/actions where federal/provincial advice is required.
