The Planner II is responsible for the formulation and delivery of intermunicipal and regional frameworks that create economic development opportunities, increase the efficient use of land and infrastructure and foster enhanced regional partnerships. The position is responsible for the initiation, development, resolution and completion of a variety of projects or work assignments, requiring independence, innovation and professional judgment within department and corporate guidelines. A recognition and sensitivity to regional political dynamics is also required.

This position frequently provides leadership to complex projects involving project team members and stakeholders from diverse functional areas. This includes all components of project management, including: preparing requests for proposal; consultant selection and bid award; developing work programs; providing direction, monitoring and evaluation of project deliverables; and managing project resources and budgets.

Responsibilities will include:

- Develop policy and/or interjurisdictional agreements by using specialized knowledge regarding regional issues that impact the City
- Demonstrate advanced project management skills, including project scoping, determination of project outcomes and deliverables, preparation of requests for proposal, bid selection and award, contract management, time and cost controls, and project close out
- Review, interpret, synthesize, explain, prepare assessments and provide internal advice documents for a range of purposes. These may be related to initiatives led by City departments or other regional partners
- Evaluate and draft internal briefing notes or external responses related to various land development proposals and municipal, regional and provincial policies, which includes Area Structure Plans, Municipal Development Plans, other major non-statutory municipal plans and regulatory changes
- Provide advice and consultation services to various internal stakeholders regarding the potential impacts of regional scale City policies, improving internal understanding of the needs and interests of regional partners
- Perform other related duties as assigned

**Qualifications**:

- Bachelor’s Degree in urban planning, political science, business administration or a related field
- Registered Professional Planner (RPP) Designation through the Alberta Professional Planners Institute is an asset
- Four (4) years of progressively responsible planning and/or policy experience that includes working with interdisciplinary or intergovernmental teams, politically sensitive environments, and project management
- Broad and demonstrated experience in managing projects that are complex, highly sensitive or political, and have significant future impacts
- Demonstrate strong relationship building skills and experience in collaborating with internal and external partners to deliver on projects
- Exceptional written and verbal communication skills, including an ability to present complex information to a variety of audiences
- Ability to analyze data outputs from a range of sources. This may include transportation and modeling software, geographic information systems, land use plans, and a demonstrated ability to use qualitative and quantitative research methods
- Knowledge of land use planning, infrastructure delivery, regional economies, provincial regulations and statutory documents related to regional development
- Strong ability to problem solve and make decisions and recommend effective courses of action
- Excellent ability to work independently and as part of a team
- Excellent ability to prioritize tasks, organize and coordinate multiple concurrent projects, and manage resources, including human, financial, and other resources

**_ Up to 1 permanent full-time position and up to 1 temporary full-time position for up to 18 months in accordance with Article 18.02 of the Collective Agreement_**

**Hours of Work**: 33.75 per week. The weekly hours of work for this position are currently under review and may change at a future time. Any changes will be made in accordance with the City of Edmonton/Civic Service Union 52 collective agreement and the incumbent will be notified in advance.
**Salary**: $48.106 - $61.389 (Hourly); $84,750.750 - $108, 152.070 (Annually)
