PBC Solutions Ltd. was created in 2022 as a wholly owned subsidiary of PBC Health Benefits Society (operating as Pacific Blue Cross), #1 health benefits provider in BC. Our mandate is to design, transform, and deliver the benefits and claims administration services offered by governments and other large organizations along with our consortium partners DXC Advanced Solutions, NTT DATA, and EY.

Since the spring of 2023, PBC Solutions administers and leads the transformation and digitization of **Health Insurance BC Services (HIBC) on behalf of the BC Ministry of Health**. HIBC Services administers medically-necessary insured doctor and hospital services through the Medical Services Plan (MSP) and drug coverage through the PharmaCare and Fair PharmaCare programs. In the future, the business will expand to additional public and private client work.

**Position Summary**:

- The Manager, Contract Management acts as the primary point of contact with respect to all matters arising under the Health Insurance BC (HIBC) Master Service Agreement (MSA) and Consortium Partner subcontracts as well as any contracts between PBCS and vendors. Working within a complex stakeholder landscape, the incumbent will be responsible for providing assistance and guidance to help resolve issues that may arise between the parties. The incumbent will engage with the Vendor Management Team at Pacific Blue Cross (PBC, our parent company) to create and align procurement and vendor management policies and processes for PBC Solutions._

**Primary Duties**
- PBC Solutions primary point of contact with respect to all matters arising under the MSA & Consortium Partner subcontracts
- Province’s primary point of contact with respect to all matters arising under the MS
- Partner and Vendor primary point of contact with respect to contracts under the MS
- Participate with the Province at a planning and management level
- Provide assistance and guidance to help resolve issues that may arise between the parties
- Facilitate and execute contractual changes pursuant to relevant policies & procedures
- Create, prepare, review and edit all third-party contracts for HIBC
- Work with client and internal partners to determine and align to best options for contracts and agreements to be transferred or procured
- Responsible for successful transition of all third-party contracts, agreements and arrangements for PBC Solutions where required by a project or services assumed from external parties
- Support and provide guidance to project managers, engagement lead and partners' procurement teams to ensure successful procurement and renewal of all required contracts where required by a project or services assumed from external parties
- Track and inform project or leadership teams of contractual deliverables, ensuring understanding of obligations to be delivered
- Assist project and leadership teams with identification and preparation of contract deliverables in order to ensure consistent and accurate approach and timelines of delivery
- Facilitate the review and approval requirements to obtain sign off from various stakeholders as required
- Maintain all contract related documents & correspondence
- Maintain and keep up to date all extensions, renewals, close outs etc.
- Participate in discussions across the various working streams as needed
- Responsible for vendor management i.e. engage with PBC Vendor Management office and other partners' procurement teams to create and align procurement and vendor management policies and processes for PBC Solutions
- Work with Privacy and Security leads to ensure vendor contracts are in compliance with the PBC Solutions MSA with regard to security and privacy requirements, as needed.

**Required Education and Experience**
- _Bachelor’s degree in Business, Commerce, Legal related field, or equivalent_
- 5+ years of related experience in handling contract drafting and closure, administration and management of contracts, or other related work experience.
- 3+ years of experience in vendor management and procurement.
- Leadership experience with a team of direct reports and an ability to lead, motivate, challenge and influence with cross functional teams to deliver superior results
- Proven track record in process improvement

**Required Competencies**
