**Main Purpose and Function**

This position performs a variety of research and technical planning work as part of the SROs and Supportive Housing Team within Housing and Homelessness Services. Duties include researching, collecting and analyzing information; developing and preparing complex graphic material and information to communicate ideas; assisting in the formulation of planning and housing policies; and preparing for and assisting with public consultation and public hearings.

This position reports to the Senior Planner and receives direction from a Planner II, who is responsible for overseeing day-to-day work, facilitating with issues when escalation is required, and providing ongoing feedback and mentorship. The position engages with staff across departments, as well as external stakeholders and members of the public.

**Specific Duties and Responsibilities**
- Provides advanced research and analysis on a range of city-wide issues related to SROs and social and supportive housing.
- Performs technical planning work which includes:

- Collection and interpretation of various sources of data;
- Update, organize and analyze the development status of non-market projects
- Prepare presentations and materials for senior management and/or the public;
- Administer a grant process and monitor outcomes;
- Monitor inquiries and prepare responses from and to the public.
- Draft Council reports
- Conduct jurisdictional research and analysis of low-income housing policies;
- Develop information and graphic material for the public;
- Organizing and facilitating engagement activities.
- Other related duties/responsibilities as assigned.

**Qualifications**

Education and Experience:

- University degree in a related field such as Urban Planning, Economics, Statistics, or Public Policy and some professional experience related closely to the duties; or an equivalent combination of education and experience related to the role

Knowledge, Skills and Abilities
- Ability to work independently and participate successfully on work teams and with the public.
- A proven ability to self-manage workload and meet time demands (e.g. prioritize tasks, communicate expected delivery of items with staff, request help when needed, delegate and explain work to subordinate staff if required).
- Strong interpersonal and communications skills along with the ability to translate complex concepts into accurate, easily readable formats.
- Advanced research and analysis skills, including the ability to assess and interpret urban planning data and policies
- Demonstrated graphics and computer skills including, Arc GIS Pro, Microsoft Office Suite, dashboard software (i.e. Tableau) and graphics programs (e.g. Adobe Creative Suite).
- Knowledge of SPSS or statistics in general will be considered an asset.
- Knowledge of data sources and methodologies used in housing policy research is desired.
- Knowledge of the City’s development approvals process and related affordable housing polices would be an asset as would a working knowledge of development review and knowledge of the City’s policies and development guidelines relating to social and supportive housing.

The City’s COVID-19 vaccination policy is currently suspended and as a result, vaccination against COVID-19 is not required at this time.
