**Main Purpose and Function**

The Planning Analyst provides a range of professional technical, research, and graphical services as part of the Research and Data team in the City-wide and Regional Planning Division. The emphasis is on data collection, data management, research and analysis to support the development of public policy. The Planning Analyst is responsible for conducting policy and technical analysis on a range of city-wide issues related to housing, industry, employment, transportation, and sustainability. The incumbent will work with staff across the organization, consult and liaise with staff from other agencies and levels of government as well as the development industry.

The Planning Analyst is part of a team of professionals conducting policy and research studies to support staff across the Planning department. The Planning Analyst reports directly to the Research and Data Lead Planner.

**Specific Duties/Responsibilities**

The Planning Analyst is required to have broad experience with data research and analysis in urban planning and a good knowledge and understanding of quantitative methods applied to analysis and forecasting.

The Planning Analyst must exercise independent judgement in identifying, planning and executing technical functions and analysis under the general supervision of a manager. The Planning Analyst will create informational and graphic materials for public open houses and workshops, including presentations and display boards. Other duties include technical writing, research, and the preparation of material for the City’s website, fact sheets and other public documents.

**Qualifications**

Education and Experience:

- A university degree in Planning and some professional planning experience or related university degree with experience related closely to the duties involved, or an equivalent combination of education and experience.
- The following is preferred or would be considered an asset:

- A technical diploma in GIS and/or working experience with GIS software.
- Experience in RStudio, SPSS or statistics in general.
- Experience with internal data sources such as POSSE, PRISM, Property Tax, and Business Licenses.
- Experience with external data sources such as Statistics Canada, BC Stats, and BC Assessment.
- General knowledge of City and Regional planning by-laws, processes and policies.

Knowledge Skills and Abilities:

- Experience with data research and analysis in city-wide urban planning is an asset.
- Considerable knowledge and understanding quantitative methods applied to analysis, forecasting, or data science.
- Considerable knowledge of urban planning literature, trends, and developments.
- Some knowledge in areas adjacent to own field of specialization.
- Demonstrated initiative in identifying and anticipating data research needs is desirable.
- Strong organizational and project management skills.
- Strong working knowledge of GIS software such as MapInfo, ArcGIS, FME is required.
- Demonstrated advanced graphics skills and computer skills in Microsoft Office (Word, Excel, Access, PowerPoint), Adobe Creative Suite (Illustrator, InDesign, Photoshop) or other similar graphic software and, use of the internet as a research and communication tool, are required.
- Experience in SPSS or statistics in general will be considered an asset.
- A proven ability to self-manage workload, take initiative with respect to work planning, respond to changing priorities and to meet tight timelines.
- Strong interpersonal and communication skills, written and verbal, and must be able to demonstrate sound research and analytical abilities and experience.
- Ability to work independently, as an effective member of a team, and in collaboration with staff from other departments and the ability to complete assignments.
- Experience in planning related research, monitoring, policy analysis, and communicating data findings is required.
- Understanding of City and Regional planning and land use policies, knowledge of housing, office and development trends.
