**Job Summary**:
Reporting to the Director, Office of Campus Infrastructure & Sustainability, the role of a Technical Planning Manager (TPM) is responsible and accountable for facilitating energy conservation by identifying and implementing various options for saving energy, leading environmental awareness programs, and monitoring energy consumption. Develop short and long-term retrofit projects to meet the university’s carbon reduction targets.
Responsible for the management of the space planning function, ensuring that space is used efficiently and effectively, that the space policy is applied in all projects, negotiating with a wide range of staff and overseeing the work of the Space Team.
Responsible for the planning, implementing and maintaining group-wide sustainability programs as well as communicating a vision of sustainability.
Reporting to the Director, Office of Campus Infrastructure & Sustainability.
**Responsibilities/accountabilities**:
**Develop energy programs and coordinate and implement strategies and policies to reduce energy consumption at the university.**
- **Leads the Development and Execution of Energy Saving Projects.
- Identifies buildings best suited for energy retrofit projects.
- Identifies opportunities for specific energy saving measures in buildings.
- Develops energy audit, re-commissioning scopes of work and capable of carrying out high-level audits remotely and on-stie.
- Recommends energy retrofit projects based on the results of studies, analysis, audits, and re-commissioning process.
- Directs the consultant and contractor throughout the feasibility study, design development, tendering, construction, and commissioning phases of energy retrofit projects.
- Supports the project management team in the delivery of other projects that have an impact on energy consumption.
- Develop measurement and verification plans and gain client agreement for all projects, capturing both energy and non-energy benefits.
- Develop, monitor, and revised guidelines and standards for energy efficiency in campus maintenance, renovation, and construction activities.
**Provide oversite on University Sustainability initiatives across the campus.**
- Provide oversite leadership, development, and direction of all sustainability initiatives that support the advancement of the University’s Strategic plans.
- Research and identify sustainability opportunities, initiatives, innovations, and strategies that could be implemented across the campus.
- Make recommendations on strengthening, developing, re-aligning, and terminating current initiatives.
**Provide Oversite on Inventory of University Building and Asset Planning**
- Provide tactical plans that sets out the Capital Projects and Facilities Renewals to which the University has assigned priority for a specified period and that require one or more funding sources. This includes all fixtures, equipment and infrastructure be it new, repair, maintenance and/or replacement to deliver the standard of service required by the University. Develop short
- and long-term Asset Management Plan. Manage deferred maintenance database.
- Oversees an inventory of University Buildings and space data using space management software and other methods as appropriate.
- Ongoing development of the Campus Master Plan and implementation of active transportation elements.
- Oversees the asset planning of space.
- Use information provided by Departments and Faculties to produce a 5-year space utilization plan and help in the creation of the Capital Budget on a yearly cycle.
- Assists in the development, implementation and oversight of short
- and long-term goals designed to effectively utilize space on campus. Provides pertinent space use planning information to project planners, University officials.

**Required Education**:
- Bachelor’s degree in mechanical engineering or energy systems of four academic years or an equivalent combination of education and related experience may be considered.
- Certified Energy Manager/LEED AP or other relevant accreditation/certification an asset.
- Certified Measurement & Verification Professional (CMVP) is an asset.
- Peng or PMP an asset
- Verification of Academic credentials may be required
**Required Experience**:
- Over 7 years and including 10 years of experience managing energy and/or delivering energy retrofit projects in facilities.
- Experience working with building controls systems and/or writing HVAC sequences of operation
