**Job Description**:

The Manager, Program Development & Contract Management is responsible for all aspects of planning, organizing, and directing the Home Support Program delivered by contracted agencies, the Community Supports in Independent Living (CSIL) Program and the overall contract management for all Home and Community Care contracted services. This position provides leadership in the delivery of client care with a focus on coordination and integration of contracted services across the island. The Manager oversees all aspects of contract management for various projects undertaken by the Program to carry out its mandate of the delivery of client centred community based health and personal support services. The Manager, Program Development & Contract Management, leads or assists with identified projects, proposes new initiatives, liaises with other VIHA programs, and assists with stakeholder engagement, communications and quality improvement activities.

SCOPE: Leadership 4 Direct Reports as well as temporary/project staff. Fiscal Responsibility - $39 Million.

**QUALIFICATIONS**:
**Education, Training And Experience**:
Master's degree in a relevant discipline.

**Skills And Abilities**:

- Seven years of relevant experience, including several years management experience, preferably in Home and Community Care, community development, and contract management.
- Formal project management training is an asset.
- Demonstrated leadership ability in complex and highly changeable situations.
- Able to operate independently and complete projects within sensitive timelines Strong interpersonal and teambuilding skills.
- Demonstrated project management skills including understanding of group process and experience resolving complex multi-stakeholder issues.
- Strong written and oral communication skills.
- Ability to integrate administrative, professional and operational aspects of programs and projects an effective and efficient manner.
- Demonstrated analysis, planning and evaluation skills within the health care system.
