Victoria, Canada Office of the Merit Commissioner Full time

The Merit Commissioner is an independent officer of the Legislature, who provides oversight of hiring and dismissal processes in the BC Public Service, as set out in the Public Service Act. The Merit Commissioner is responsible for the audits of appointments to and from within the BC Public Service to ensure that hiring and promotions are based on merit. The Merit Commissioner, on applicant request, conducts staffing reviews of proposed appointments to bargaining unit positions. The Merit Commissioner also monitors the processes used for just cause dismissals to ensure consistency with government practices, policies and standards. The Merit Commissioner reports findings to the public through the Legislative Assembly.

Reporting to the Director, Audit and Review, the Program Manager will participate in all aspects of auditing hiring processes and carry out detailed examinations of recruitment decisions as well as undertake special studies within the Merit Commissioner’s mandate.

**Requirements**:
JOB QUALIFICATIONS

In order for you to be considered for this position, your resume must clearly demonstrate that you have the following education and experience:
A Bachelor’s degree in human resources, business or public administration or a related field and a minimum of three years of related experience.

Related experience involves facilitating, reviewing and/or providing advice in hiring processes in the public sector at a practitioner level (e.g., advisor, auditor, consultant). This experience is preferred within the last five (5) years.

An equivalent combination of education and experience will be considered (for example, human resources diploma and five years of related experience).

Experience identifying and analyzing human resources related issues at an organizational level.

Preference for a related Master’s degree.

Preference for experience developing policy, directives, or guidelines related to hiring.

Preference for experience conducting investigations, audits, or program evaluations.

This posting is for one permanent, full-time opportunity. An eligibility list for same or similar temporary or permanent future opportunities will be established. Temporary positions may become full or part-time, permanent status. This position is excluded from union membership. This position is required to work on site regularly although hybrid work arrangements are possible.

While the Merit Commissioner is an Independent Officer of the Legislative Assembly, the staff of the Office are public servants appointed under Section 8 of the Public Service Act. This position is excluded from union membership. A criminal record check will be required.
