Position Summary:
Reporting to the Director of Environmental Health and Safety, the Associate Director EHS will plan, develop, co-ordinate, implement, monitor, and provide technical expertise needed to ensure the protection, safety of staff, students, and visitors. This includes analysis of issues related to physical planning, human resources matter, and cost-effective activities needed for the proper EHS operations. Promote and maintain a safe and healthy environment for the McGill community, in conformity with applicable laws, regulations, safety guidelines and codes. Provide guidance, supervision, and leadership to unit members. Ensure implementation of new initiatives that support the strategic direction of the unit, by keeping abreast with the latest developments in the field of occupational, environmental, health and safety. Liaise between the University and government agencies.

Primary Responsibilities:

- Plan, create and develop procedures, policies, and processes to ensure the implementation and continuous development of the Environmental Health and Safety management systems for both campuses.
- Establish the priorities for the delivery of occupational, health and safety services to McGill to provide the community a safe, secure, and well-maintained environment.
- Create, plan, and prioritize occupational, health and safety activities and projects, including special projects, Health, and Safety awareness campaigns.
- Oversee the McGill prevention program (asbestos, LOTO, electrical, working at heights, confined space etc.).
- Provide leadership and direction in the delivery of health and safety policies, training programs, and services to the University.
- Provides senior professional expertise, coaching and leadership to the EHS team on human and material resource issues. Motivate them towards the attainment of the EHS department objectives.
- Collaborate with other departments and all stakeholders at McGill on health and safety issues.
- Undertake investigations, including accident, incident and occupational health and safety inquiries, risk assessments and risk management queries and labor relation matters.
- Manage the work and goals of the EHS team assigning work priorities to maximize use of available manpower in accordance with budget constrains; resolves all complex EHS problems requiring specialized skills, assesses and resolves these problems.
- Oversee the control of EHS budget, equipment, and staffing needs to meet department strategic goals.
- Establish financial priorities in conjunction with the director, for various safety programs, oversee the development of operating and other budgets, authorize, and monitor expenditures, audit operational expenditures, and ensure compliance with university and departmental budget policies and financial procedures.
- Liaisons with HR regarding recruiting, staffing and employment issues.
- Liaise with student organizations and University committees on environmental health and safety issues.
- Represent the Department at various committees, internal and external meetings.
- Manage the supervision and evaluation of external consultants working with EHS; capable of designating tasks or duties to be performed by others.
- Manage the McGill laboratory inspection process (indoor air quality, chemical, radiation, laser, and biosafety) to ensure a safe and complete process, building relationships with the principal investigators.
- Keep abreast of developments to ensure the unit is up to date with various laws, by-laws, and code issues in the field of occupational, environmental, health and safety.
- Act as a liaison between the university and government agencies as well with the various units under Facilities Management and Ancillary Services for issues related to occupational health and safety and to ensure that good working relations are maintained.
- Provide senior professional expertise in the implementation and delivery of various emergency response plans; act as an alternative safety officer during incident command system (ICS) functions and ensure immediate action during emergency measure exercises.
- Keeps abreast and ensures the unit is up to date with various laws, by-laws, and code issues in the field of occupational & environmental health and safety.
- Liaise with other universities regarding occupational, health and safety issues.
- Prepare evidence for hearings, court appearances and serve as a witness.

Other Qualifying Skills and/or Abilities:
Experience in managing a range of administrative areas of responsibility. Experience working in a professional occupational hygiene and/or occupational health and safety role. Experience in public, private sector, or higher education environment. Professional certification in occupational hygiene and Canadian Registered Safety Professional (CRSP) preferred.
