**What YOU Will Do**

Le Gestionnaire de propositions agit comme responsable de projet durant la période de l’appel d’offres (RFP). Il voit à la production d’une proposition optimisée et concurrentielle (le livrable), le tout en conformité avec les exigences du client. Il s’assure que toutes les ressources internes de coordination de la conception, de rédaction de la proposition, d’estimation et de construction, d’affaires juridiques et les ressources externes telles que les firmes de professionnels, le gestionnaire et l’opérateur de projet à terme, les partenaires de JV s’il y a lieu etc. sont mobilisées pour la production de la proposition. Il traite toutes les questions liées à la gestion du projet (conformité, envergure, qualité, échéancier de proposition, risques, communication avec parties prenantes). Il est en lien avec la personne qui est identifiée comme Directeur de projet de construction pour l’exécution afin de transmettre l’information nécessaire à l’établissement des échéanciers d’exécution et la préparation des documents nécessaires aux partenaires en sous-traitance et l’équipe d’estimation pour l’établissement du coût de l’ouvrage. Il s’assure d’obtenir les engagements et approbations requises auprès de son supérieur afin d’obtenir avant le dépôt de la proposition. Il assure la communication avec le donneur d’ouvrage lors du développement de propositions. Il prépare en collaboration avec le service juridique les demandes de précision ou de modification aux documents contractuels.

**Tâches et responsabilités spécifiques**
- Définir la structure organisationnelle de la proposition et s’assurer que les canaux de communication appropriés sont en place entre les équipes internes, les partenaires (s’il y en a) et les firmes externes impliquées;
- Implanter et gérer un système de gestion de la documentation avec des procédures appropriées pour le contrôle des documents;
- Diriger ou coordonner les efforts des membres de l’équipe de proposition (Gestionnaire de la conception, Directeur de la construction, Spécialiste de proposition) à titre de leader de la proposition;
- S’assurer que toutes les ressources humaines requises pour le développement de la proposition sont mobilisées;
- Collaborer à la mise en place de la stratégie de soumission avec le Directeur de projets ou Vice-président construction pressenti (stratégies d’optimisation de la proposition technique, d’approvisionnement, implication des sous-traitants, etc.)
- Participer au développement de la stratégie de construction avec le Directeur ou VP de la construction;
- S’assurer qu’un Plan de projet pour l’exécution est préparé et que tous les coûts anticipés sont inclus dans le prix soumis avec la proposition;
- Se coordonner avec le Directeur de la construction et l’équipe d’estimation pour évaluer les coûts de construction (CAPEX) et se coordonner avec la partie O&M afin de les assister dans l’établissement des coûts du cycle de vie (OPEX), dans le cadre d’un PPP;
- Identifier les facteurs qui ont un impact sur les coûts avec les firmes de professionnels et l’équipe O&M pour optimiser la valeur actuelle nette (VAN), afin de s’assurer d’une proposition commerciale compétitive;
- Développer un échéancier de projet qui inclut la contribution de toutes les parties prenantes, en lien avec une structure de découpage du projet (WBS) incluant les lots et les activités à réaliser (conception, approvisionnement, permis, construction et mise en service, etc.);
- Superviser la préparation et les discussions entourant les diverses ententes requises dans le cadre du projet (Entente conception-construction, ententes d’interface, ententes de services, etc.);
- S’assurer qu’une analyse des risques est réalisée et intégrée dans la stratégie du projet.

**Développement de la proposition**
- Préparer un échéancier de proposition avec le Chargé de projet de la proposition et s’assurer de son suivi en fonction des jalons convenus;
- Diriger les rencontres périodiques de l’équipe de proposition tant interne qu’externe, avec le support du Chargé de projet, afin d’assurer un suivi de la production des livrables;
