Payroll and Benefits Manager

**This position has the overall responsibility for aspects of the bi-weekly preparation and analysis of payroll for all unionized and non-union staff; as well as aspects of the associated accounting functions regarding payroll and benefits.**
6 month contract - with the possibility of extension.
**Education**:
Minimum 5 years experience and PCP designation required
**Technical Skills**:
- End to end Payroll processing experience, including year-end reporting.
- Advanced Excel, experience with accounting systems, preferably Sage 300, Understanding of Payworks payroll system.
**Responsibilities**:
- Creates and updates employee profiles in the payroll system.
- Maintains time entry submissions and management of employee leaves and absences.
- Processes payroll on a bi-weekly schedule including related remittances
- Processes all calendar year-end responsibilities including T4 audits and processing
- Analyzes large volumes of payroll transactions.
- Manages a third-party payroll system - Payworks.
- Journalizes bi-weekly payroll into Sage 300 ERP.
- Liaises with payroll providers.
- Identifies data related to specific payments to employees.
- Processes all payroll activities related to terminations and resignations including direct filing with Service Canada
- Analyzes and reconciles data to produce year end vacation and sick time notifications to employees.
- Ensures compliance with payroll legislation; and is the ‘go to person’ regarding payroll.
- Completes projects related to payroll system improvements as assigned.
- Assists the Director of Finance with budget preparation for payroll and benefits.
- Reconciles employee and employer benefits.
- Prepare payroll reports for the Union Treasurer regarding union dues and leaves, pension and benefits providers, and management.
- Provides data to AR for non-budgeted staffing
- Produces accurate data for financial statements and for other purposes as needed.
- Prepares all data for fiscal year-end audit and liaises with Auditors as required.
- Prepares payroll account reconciliations, provides reports and information on findings.
- Performs tracking functions for specific areas of expenditures.
- Assists with AR/AP during high workload periods
- Provides training and support for Payroll and Benefits Administrator.
- Directly supervises the Payroll and Benefits Administrator including mentoring, coaching, leading etc.
- Conducts Performance and Attendance Management meetings as necessary.
- Approves payroll and time off requests.
- Any other aspects of management and supervision as they arise
- Ensure all payroll and benefits processes and procedures are documented.
