Reporting to the Executive Director, Professional Practice, the Policy Analyst is accountable for identifying and analyzing health systems issues, obtaining policy information from a variety of sources and consulting with a range of stakeholders to support the implementation of a policy management process inclusive of development and implementation, policy recommendations and an overall policy framework for Provincial Health Services Authority (PHSA). Provides support to policy authors in response to emerging health system trends. Leverages change management skills to enable best practices, policy improvement and systems integration. Key partnerships are with managers and directors throughout the health authority, as well as other members of the Professional Practice and Risk Management Team as well as well colleagues in other health authorities across the Province.

**What you’ll do**
- Develops and maintains the PHSA policy framework tools, processes, education and evaluation processes. Researches healthcare industry policy best practices throughout Canada and develops policy framework proposals for steering committee and SET approval.
- Undertakes policy development projects involving the necessary stakeholders to review current-state processes and policies, analyze, and synthesize information. Provides advice, guidance, and education regarding PHSA policy frameworks and processes to support the development of policy projects in alignment with PHSA policy guidelines and organizational objectives. Coaches stakeholders with respect to policy process and development in order to build organizational capacity and expertise.
- Reviews existing policies throughout the PHSA, and provides editorial and content recommendations in order to ensure alignment and consistency.
- Assists PHSA and its Agencies, Programs and Services in the development and implementation of strategies for effectively communicating organizational policies across the health authority.
- Anticipates, identifies and analyzes emerging health system issues, policy requirements and trends, such as Ministry of Health communiques, legislation changes, reviews existing policies including recommendations
- Maintains resources on various policy development and planning methodologies including current policy inventories. Provides support for the development and maintenance of an on-line policy inventory system.
- Project manages in support of identified policy initiatives to achieve organizational objectives.

**What you bring**

A level of education, training, and experience equivalent to a Master’s Degree in Public Policy/Administration, or a related field, and three (3) years of experience in public administration, planning, or program development in healthcare or social services.
