**Policy Analyst**

DT - Treatment Services Admin

Vancouver, BC

The Provincial Health Services Authority (PHSA) plans, manages and evaluates selected specialty and province-wide health care services across BC, working with the five geographic health authorities to deliver province-wide solutions that improve the health of British Columbians. PHSA embodies values that reflect a commitment to excellence.

In accordance with the Mission, Vision and Values, Coast Salish Teachings and strategic directions of PHSA, eliminating Indigenous-specific racism and discrimination, diversity, equity, inclusion, and safety, including both patient and employee safety are priorities and a responsibility shared by everyone at PHSA. As such, the requirement to continuously improve quality and safety, including Indigenous Cultural Safety, is inherent in all aspects of this position.

The Indigenous Recruitment Advisor is an integral part of the Sanya’k’ula Team (Indigenous Recruitment & Employee Experience). This role involves offering specialized services tailored to Indigenous needs for various partners, including hiring managers, Talent Acquisition, Compensation & Classification teams, as well as Indigenous job seekers, Indigenous communities, and related organizations such as post-secondary institutions and employment centers. These services are grounded in a practical understanding of Indigenous-specific anti-racism, Cultural Safety & Humility, with the overarching goal of increasing Indigenous representation in the healthcare sector and fostering a thriving Indigenous employee community at PHSA.

Working closely with the Manager of Indigenous Recruitment, Sanya’k’ula, the broader Sanya’k’ula Team, and corporate partners such as Indigenous Health, Diversity, Equity, and Inclusion (DEI), Talent Acquisition, and Compensation & Classification, the Advisor plays an instrumental role in advancing the development, delivery, and enhancement of Indigenous-focused recruitment practices and procedures. These efforts are geared towards facilitating the establishment of safe, culturally appropriate recruitment policies and processes that yield positive outcomes for employees, clients, and Indigenous communities. This involves ensuring that hiring policies, practices, and campaigns align with and promote Indigenous-specific anti-racism, Cultural Safety & Humility and Relational Practice throughout the Provincial Health Services Authority (PHSA) and embrace connections with Indigenous communities. In addition, the advisor will collaborate with the Employee Experience team to ensure that internal Indigenous employees at PHSA receive priority and support during career and team transitions, especially those who may be encountering racism or adversity in their current roles.

Furthermore, the Advisor may also participate in leadership teams within their assigned client group and engage in Human Resources special assignments, projects, and events that have a broad impact on both PHSA and its programs.

**What you’ll do**
- Indigenous Recruitment Strategy Development: The Indigenous Recruitment Advisor actively contributes to the development of Indigenous-specific recruitment strategies, in collaboration with the Manager of Indigenous Recruitment and the broader Sanya’k?ula Team. This involves identifying key priorities and innovative approaches to increase Indigenous representation within the healthcare sector and PHSA.
- Partner Engagement: Establish and maintain strong relationships with various partners, including hiring managers, Talent Acquisition, Compensation & Classification teams, Indigenous job seekers, Indigenous communities, post-secondary institutions, and employment centers. Regularly communicate with these groups to understand their needs and provide tailored support.
- Indigenous Specific Anti-Racism and Cultural Safety Promotion: Promote Indigenous-specific anti-racism, Cultural Safety & Humility, and Relational Practice principles throughout PHSA. Ensure that recruitment practices and campaigns align with these principles and actively work towards creating a culturally safe and respectful environment for Indigenous employees and job seekers.
- Recruitment Process Enhancement: Collaborate with the Sanya’k?ula Team and other corporate partners to enhance Indigenous-specific recruitment processes. This includes identifying and implementing best practices, tools, and resources that facilitate the recruitment and retention of Indigenous staff.
- Community Engagement: Build and nurture partnerships with Indigenous communities and related organizations. Act as a bridge between PHSA and these communities to foster positive relationships, share information, and create opportunities for collaboration and support. Includes social media and careers newsletter management, as well as external website management as needed in collaboration with the Recruitment coordinator and manager.
