The Human Resources Services team consists of functional units such as HR Operations (Payroll and Data Management, HR Client Services, HR Systems Strategy, Reporting and Analytics), Talent, Equity & Development, Health, Safety, Wellbeing & Labour Relations, and Total Compensation, Benefits & Retirement Programs, who enable the delivery of comprehensive Human Resources programs and services in collaboration with leaders, HR area offices and HR practitioners across our community.

**About the Role**

Reporting to the Senior Manager, Payroll Services, Taxation and Data Compliance, the Program Manager, Payroll Compliance and Control is responsible for daily management of the payroll team that executes our complex payroll function and the related compliance requirements.

This position provides hands-on management of the payroll team, currently consisting of 4 HR Payroll Analysts and 2 HRIS Payroll Coordinators.**_ The role will be accountable for _**daily and cyclical management, planning and coordination of the Payroll Team’s activities related to payroll processes for over 15,000 hourly and salaried employees, in addition to six affiliate employers that McMaster provides payroll services to. The role is also required to be a respected payroll expert providing regular payroll, taxation, and compliance advice to leaders, employees, and the University community. The incumbent will also provide key contributions towards continuous improvement in payroll operations, maximizing efficiency, reducing organizational costs, and helping to create a seamless employee experience. With a focus on payroll accuracy and data integrity, this role is also the team expert for payroll processing, legislation compliance, remittances, auditing and payroll production report development, payroll systems and communication of payroll data and finance information to support the effective delivery of key HR payroll operations.

The Program Manager, Payroll Compliance and Control will work under direction of the Senior Manager to communicate regularly with other Human Resources and Finance leaders to report on and assess current payroll effectiveness and will provide key input into overall payroll strategy, goals and objectives. This role is responsible for actively supporting ongoing review of continuous improvement opportunities in processes and controls related to the payroll practice, in collaboration with HR centres of expertise, Finance, UTS and community partners, ensuring appropriate maintenance of regulatory compliance standards, while balancing system limitations and stakeholder requirements.

Key areas of accountability include:

- Oversight of Payroll Strategy, Automation and Priority Projects
- Provides strategic and operational leadership to the Payroll Compliance and Control team, including utilization of ongoing coaching and mentoring techniques.
- Ensures delivery of efficient and effective HR PeopleSoft payroll system processes, and related administration, in compliance with legislative and contractual requirements including 11 separate collective agreements, McMaster University Faculty Association agreements and other compensation related guidelines
- Strategic Payroll Reporting, Financial Account Reconciliation and supporting time entry functions that related to payroll processing.
