The Ungava Tulattavik Health Center is located in Kuujjuaq. It provides all health and social services in the eastern part of Nunavik. It serves seven Inuit communities with as many CLSCs, a seniors' center and a hospital in Kuujjuaq. It employs approximately 1,000 employees: administrators, professionals, doctors, dentists, psychologists, nurses, social workers, support staff, casual employees, etc.

The communities of Nunavik are located north of the 55th parallel where a subarctic climate prevails. This climate results in permafrost and does not allow for any agriculture. Nunavik is the largest region covering approximately one third of the total area of Quebec. There are no road links between the communities of Nunavik and southern Quebec, nor between the communities of Nunavik themselves. Access to the region and its communities is only by air and sea.

FUNCTIONS

Under the authority of the Director of Regional Rehabilitation Services, the Coordinator is responsible for supervising the Ulluriaq Boys' Rehabilitation Centre in Montreal, the Ulluriaq Girls' Rehabilitation Centre in Dorval, the Nunavik Access Service, and subsequently, the Globalizing Open Centre for Boys 12-17 and the Closed and Intensive Centre for Girls 12-17. He supervises the staff under his authority, and develops and applies policies relating to the activities and programs under his responsibility.

In support of the unit manager and team leaders, and in compliance with the intervention philosophy, facility policies and procedures, and applicable laws, the coordinator plans, organizes, directs and controls all activities such as clinical, cultural and academic programming, as well as access to rehabilitation services. He or she is also responsible for creating and implementing new programs. The Pigunnasivik program will be under his direct responsibility.

**Qualifications**
GENERAL RESPONSIBILITIES

Plan and establish short
- and medium-term development objectives and projects, including human, material, financial and technical resource requirements;
Participate in the preparation and execution of budgets and maintain financial equilibrium;
Prepare and present reports required by management for monitoring and control purposes.

SPECIFIC RESPONSIBILITIES

Plan, direct, organize, coordinate and control all department activities;
Coordinate the various teams and ensure collaboration between departments, internal and external partners, and customers;
Ensure excellent human resources management and mobilization of existing teams;
Identify and implement activities to meet demand, maintain and constantly improve the quality of services, while staying within the allocated budget;
Participate in the development of programs, codes of conduct, policies and procedures for the rehabilitation of young people, and ensure that they are respected by staff;
Identify the training needs of staff under his/her responsibility and make recommendations to his/her immediate superior;
Ensure compliance with the various clauses of the collective agreement and contractual clauses;
Inform staff under his/her responsibility of the company's objectives, policies, procedures, regulations and their evolution;
Plan and actively participate in team meetings to promote communication, exchange and sharing of information on current projects;
The coordinator will have to offer a daycare service. A schedule will be established with the other managers.

May be called upon to replace the unit manager(s) during their absence or the Ungava or Hudson coordinator.

N.B.: For occasional trips to Nunavik, northern per diems are paid, including accommodation.

Academic requirements:
Undergraduate degree in the human sciences or any other relevant discipline

Experience requirements:
Three (3) years experience in a supervisory position

Five (5) years' professional experience in rehabilitation for young people with adjustment difficulties

Any other combination of experience and training deemed relevant may be considered

Significant experience in coordinating reorganization and major change projects would be an asset.

Other requirements/skills:
Theoretical and practical knowledge of the Youth Protection Act, the concept of protection and the Youth Criminal Justice Act.

Knowledge of the Youth Qualification Program (YQP)

Fluency in English and French (oral and written), Inuktitut an asset

Ability to adapt to a different environment and culture
