**Qualifications**:

- Essential:

- French communication skills both verbal and written.
- Experience leading intergovernmental relation activities.
- Post-secondary education, preferably at the Masters level, in social sciences or a related discipline, and intergovernmental experience. Other combinations of education and experience may be considered.
- Experience conducting complex research and analysis.
- Experience in program and policy development.
- Experience providing supervision, direction or mentoring staff.
- Strong English oral communication skills.
- Strong English written communication skills including experience writing a variety of clear, concise documents and reports, for different audiences.
- Strong interpersonal skills with the ability to collaborate and negotiate to ensure that department’s position and interests are represented.
- Strong organizational skills including the ability to prioritize assignments and work under time constraints to meet deadlines.
- Proficiency in MS Office, particularly Outlook, Word and Excel.
- Ability to work in a team environment.

**Duties**:
The Manager of the Intergovernmental Relations and Strategic Policy Unit leads and coordinates Manitoba’s intergovernmental relations (IGR) activities across the Federal-Provincial-Territorial (FPT) Social Services Forum, and provides a wide range of strategic policy development and support services across the Department of Families. The Manager reports to the Executive Director of the Legislation and Strategic Policy Branch and provides leadership and direction to a team of professional analysts who ensure that the Department’s needs with respect to FPT and PT relations and strategic policy development are met.

The Manager may act on behalf of the Executive Director in their absence.
