Qualifications:
Essential:

- Post
- secondary degree in Social Sciences or an equivalent combination of education and experience.
- Experience in research and analysis for policy /project development and implementation.
- Project management experience including the ability to plan and execute small to mid-size projects.
- Strong political acumen demonstrated by the ability to understand the implications of decision making on stakeholders.
- Strong interpersonal skills including the ability to establish and maintain cooperative working relationships.
- Excellent written communication skills with the ability to express ideas in a clear, concise and organized manner for a variety of audiences.
- Strong oral communication skills with the ability to present information to various stakeholders.
- Strong judgement and decision-making skills with the ability to identify and analyze relevant facts and potential complications.
- Strong organizational skills, and the ability to work under pressure and manage multiple competing pressures and deadlines.
- Extensive knowledge of Manitoba’s child and family services system, as well as federal Indigenous CFS legislation.

Desired:

- Experience with intergovernmental affairs, including negotiating intergovernmental agreements.

**Duties**:
Indigenous Governing Bodies Support Branch: The Senior Policy Analyst undertakes evidence-based research, analyses and feasibility assessments to support the development of policies, programs, protocols and best practices related to child welfare and inter-governmental relations. Assists in the planning, development, implementation, monitoring and evaluation of policy and program initiatives in the areas of Indigenous child welfare and family support services. The Senior Analyst may be assigned to project teams, working groups or committees, lead by another division or branch as required based on expertise. The Senior Analyst will also be required to participate in and advance Manitoba’s positions and interests in trilateral negotiations with Indigenous governments and the federal government.

Strategic Initiatives & Program Support: Under the direction of the unit manager, Strategic Initiatives and Program Support Branch, the Senior Program and Policy Analyst undertakes evidence-based research, analyses and feasibility assessments to support the development of policies, programs, protocols, and best practices as it relates to departmental programs, inter-sectoral initiatives and non-governmental organizations. Completes the planning, development, implementation, monitoring and evaluation of policy and program initiatives in the areas of child welfare and family support services. The Analyst will lead project teams, working groups or committees, internally or with another division or branch as required based on expertise._ _
