The Department of Education and Early Childhood Learning is seeking qualified individuals to fill two Bilingual Policy and Program Analyst positions in the Administrative Services and Provincial Assessment Units of the Bureau de l’éducation française (BEF).
Conditions of Employment:
- Must be legally entitled to work in Canada
- Must be able to communicate verbally and in writing in both official languages (French and English)
- Must be able to provide and maintain a satisfactory Criminal Record Check
Qualifications:
- Post-secondary degree in Law, Social Sciences, Education, Public Administration, or a related discipline, with related work experience. An equivalent combination of education, training and experience may be considered.
- Demonstrated strong analytical, problem-solving, and decision-making skills.
- High level of political acumen for navigating sensitive and confidential issues with tact and diplomacy.
- Excellent written communication skills in French and English including experience writing a variety of documents and reports for different audiences in both languages.
- Strong verbal communication skills in French and English with the ability to effectively communicate with various levels of the organization to present information formally and informally.
- Demonstrate initiative and independent work habits requiring mínimal supervision, including ability to manage multiple priorities and competing deadlines.
- Strong interpersonal skills, including the ability to foster and maintain strong working relationships with colleagues and various stakeholders.
Desired:
- Experience working in national or subnational elementary-secondary education systems.
- Experience with project management.
- Experience interpreting data.
**Duties**:
The Policy and Program Analysts will conduct research, analysis, and feasibility assessments to support the development of policies, programs, protocols, and best practices for divisional and departmental programs. The Policy and Program Analysts will lead the planning, development, implementation, monitoring and evaluation of policy and program initiatives pertaining to French-language public education in Manitoba.
The incumbents will contribute to complex projects that involve diverse internal and external stakeholder groups with differing perspective and priorities. The Policy and Program Analysts will perform a variety of analytical and writing tasks, including drafting departmental correspondence, researching and writing briefing materials and authority-seeking documents, as well as researching, planning and contributing to the delivery of internal and external consultations, and to the development, evaluation and implementation of complex projects.
The incumbents will also perform a variety of project management tasks involving the various units of the BEF.
