Primary Focus
The Manager, Program and Policy Development is responsible for identifying, prioritizing, and delivering pharmaceutical-related projects at Canada’s Drug Agency. The Manager achieves this by:
- leading a team to identify, prioritize, and refine pharmaceutical review-related projects, ensuring that projects meet the operational and policy needs of jurisdictions in a timely manner and are in alignment with current CDA-AMC priorities
- supporting interactions with key customer groups (advisory committees, working groups, and Health Canada) to ensure that needs are understood and met and projects are aligned with the strategic directions of drug plans and other key customers
- working with the Director, Pharmaceutical Policy and Health Technology Assessment in the delivery of strategic operational plans.
What do the daily responsibilities look like?
On any given day, the Manager, Program and Policy Development will:
- collaborate with the Director to identify and prioritize Formulary Management Expert Committee Reimbursement Reviews
- lead a team of employees in various roles to identify, develop, and refine deliverables for topics and products in the drug portfolio
- support interactions with key customers, including the Pharmaceutical Advisory Committee and associated working groups (such as the Formulary Working Group and Provincial Advisory Group), Health Canada, and other external organizations such as the Patented Medicine Prices Review Board, ICES, and the Canadian Institute for Health Information
- manage projects to ensure that team members meet customer needs, timelines, quality standards, and drug production targets
- develop and implement plans for continuous improvement of in-scope policies and procedures
- collaborate with colleagues across CDA-AMC to enhance the delivery, uptake, and impact of deliverables
- contribute to developing strategic, business, and operational plans, including budget proposals, performance measures, and service standards.

**The Manager, Program and Policy Development will likely have**:
- a graduate degree in a health-related discipline (e.g., pharmacy) plus at least 6 years of relevant experience in a pharmaceutical-related field
- an understanding of the regulatory and reimbursement systems in Canada for pharmaceuticals
- knowledge of the decision-making processes within the federal, provincial, and territorial health ministries
- strong organizational and project management skills to manage concurrent projects, ensuring goals and deadlines are met and quality levels are maintained
- the ability to work, communicate, and build collaborative and productive relationships with a variety of customers, understanding their diverse interests and agendas
- a demonstrated commitment and inclination to engage others to understand the customer perspective, maximize product relevance and impact, and enhance customer and colleague relationships
- strong verbal communication, writing, presentation, negotiation, and facilitation skills, including managing conflict and providing constructive feedback
- the ability to think strategically and be open to new ideas and alternatives
