Primary Duties
As a key person within the Water/Wastewater Systems Operations group you will promote and advance the Mission and Vision of Utilities Kingston and the culture of the organization through its values. You will ensure that the delivery of all maintenance, repairs and operational activities occur within a framework of approved policies, regulations, applicable standards and norms and where required provide guidance to staff on these matters as it affects day to day and weekly activities. Your demonstrated leadership abilities in the delivery of operational services will be demonstrated in your communication style that engages staff and creates a positive work environment by ensuring transparency and understanding.
The Subforeperson develops and tracks work schedules for assigned projects, studies and other operational requirements. You will be responsible for producing weekly production reports and reporting and reviewing this with the Supervisor. The Subforeperson will also be responsible for:

- Communicating information and activities to both internal and external contacts, including distributing notices door to door.
- Field investigations, assist in collecting data and recording information into databases.
- Ensuring daily tailboards are completed accurately and in a timely fashion.
- Providing coverage for all other Subforeperson roles and the Supervisor as assigned and/or scheduled as well as working with and assisting the Supervisor with operational responsibilities.
- This position will require the Subforeperson to assume the duties and responsibilities of ORO when scheduled and/or assigned.

Education, Certification and Other Qualifications Required
- Minimum grade 12 secondary school diploma, plus additional courses, technical or specialized are considered an asset to the position. Post-secondary education in related fields is an asset.
- A minimum of Class 3 licenses in Water Distribution and Wastewater Collection System is required, with the ability to obtain level 4 licenses in Water Distribution and Wastewater collection within 3 years
- Must possess a minimum of 5 years of experience in the operation and maintenance of distribution/collection systems (water and sewage).
- Experience in water distribution, Wastewater collection and storm system utility construction and maintenance planning is preferred.
- A Radial Boom Derrick (RBD) truck certification is desirable.
- Knowledge of relevant legislation and associated regulations (eg Safe Water Drinking Act).
- Knowledge and understanding of Health and Safety policies and procedures. Knowledge and understanding of policies and procedures related to distribution/collection systems.
- Experience working with MS Office (Word, Excel, Outlook and GIS).
- 3 years experience in a leadership role will be considered an asset.
- Effective cross-departmental interpersonal skills.
- Proven ability for organization, resourcefulness and Initiative.
- Good verbal and written communication skills.
- Ability to respond to calls (on call) or emergency situations after hours is a requirement of the position.

Special Working Conditions/Conditions of Employment
- A satisfactory MTO Driver’s Check will also be conducted as a condition of employment.
- Possessing and maintaining a valid DZ driver’s license.
- Rotational On-Call and the ability to work overtime as required.
