- Patients before Paperwork (Pb4P) is a provincial priority that has been identified as part of the drive to modernize Ontario’s health system. In October 2022 the Ontario Ministry of Health (MoH) released an “Axe the Fax” Implementation Plan and Roadmap Report that will guide a transformational change to how providers communicate across the health system. The Lead, Patients Before Paperwork Health Policy will be responsible for the development of evidence-based policies and program enhancements, including materials to support change management. The Lead will work closely with internal clients and external partners to set strategic priorities, identify milestones, manage associated workstream(s) and ensure that Pb4P project objectives are continually integrated into portfolio plans and deliverables.Here is what you will be doing:- Managing the Policy workstream of the Pb4P initiative.
- Contributing to the development of multi-year policy-related strategies to advance Pb4P priorities in consultation with the MoH and numerous other internal and external partners, at varying levels.
- Ensuring OH’s funding and accountability agreements reflect Pb4P priorities and project workstream objectives.
- Facilitating effective decision-making by providing strategic analysis, recommendations, and briefings for Ontario Health’s senior leadership team.
- Identifying policy levers that could be activated to support Pb4P workstreams, and then leading the planning and implementation of policy related Pb4P workstreams.
- Collaborating with internal/external SMEs to understand current state of clinical workflows to understand the impact of any policy and requisite process changes.
- Developing needs assessments; conducting jurisdictional scans; writing policy briefs, options analyses, and impact assessments to advice to policies to enable the Pb4P initiative.
- Managing and coordinating policy development and program design engagement activities with MOH and several other internal and external interest holders, through planned engagement sessions, including working groups or advisory committees to advocate and gather support for policy changes.
- Developing and presenting material for review and informational purposes using excellent written, verbal, and graphical communication skills, with ability to express complex concepts effectively to a variety of audiences.
- Approaching problems proactively and recommending thorough and practical solutions to a wide range of complex problems.
- Taking efficient and prompt action to resolve problems.- Here is what you will need to be successful:
- Education and Experience-
- An undergraduate degree in Public Policy, Business/Health Administration, or another relevant discipline is essential; a graduate degree (e.g. MBA, MA, MHSc, MHA, MPA) would be highly advantageous.
- Minimum of 7 years of experience working in healthcare policy, strategy, consulting, public administration, or a related field.
- Experience formulating policy and working on policy initiatives, assessing impacts and conducting environmental scans and options analyses.
- Demonstrated experience leading multi-year strategic planning processes, including problem definition, options analysis, benefits realization, key performance indicators and risk analysis.
- Demonstrated experience leading complex project activities, from initiation and design to implementation, monitoring, and reporting.- Knowledge and Skills-
- Strong practical knowledge of Ontario health policies including PHIPA and other Health System Accountability Agreements, Professional College policies, Accreditation Standards, etc.
- Thorough knowledge of health care systems and priorities, including OHTs, primary care, and/or integrated care systems.
