**Job purpose**

The Manager, Social Planning and Research will report to CDCD’s Executive Director. The successful incumbent will be responsible for providing oversight and leading the coordination of daily operations of the Community Development Department. The Manager, Social Planning and Research will also be responsible for conducting research, analyzing policy and producing social reports in order to develop positions and recommend strategies on major social, employment and civic issues. The incumbent will also manage projects with a community development lens, work closely with stakeholders/funders and successfully complete various grant proposals and report writing.

The Manager, Social Planning and Research will keep abreast of the workflow to identify issues, improve processes, and problem-solve with staff to ensure the highest level of service to the Durham community. Moreover, the incumbent will assist CDCD’s Executive Director with the implementation of agency’s strategic plan.

**Duties and responsibilities**

**Operational**
- Provide oversight of day-to-day operations of the Community Development department to ensure that programs and services are efficient, locally relevant, and results-driven
- Coordinate and manage the implementation of program objectives and action plans to meet the mandate and goals of CDCD and its strategic plan
- Establish an annual work plan with deliverables that provide growth to the Community Development department and CDCD’s Strategic Plan
- Represent CDCD at various internal and external meetings, presentations and events in a way that reflects positively on the agency
- Work in conjunction with the Executive Director to ensure appropriate marketing strategies are developed and implemented within the department’s Marketing/Communication Plan
- Work in partnership with Durham Region Homelessness Initiative team and Sector Meetings to promote a community development approach to coordinated access and Build for Zero strategies
- Prepare narrative and statistical reports as required
- Ensure that workplace conduct and activities are in accordance with the Occupational Health & Safety Act

**Research**
- Through sound research methodologies, conduct quantitative and qualitative research projects and carry out advanced data analysis as directed
- Work to establish the Durham Region Social Research Steering Committee
- Conduct local and Region-wide research upon request from CDCD and its stakeholders, upon direction and approval from management
- Lead the development and implementation of local research
- Provide training to increase local and city-wide research capacity of staff
- Assist Community Development team to develop funding proposals for the department and the overall agency
- Develop effective strategies to communicate research findings
- Conduct and respond to requests for Custom Research and Policy Analysis
- Assist in the development of social policy and legislation by all levels of government
- Analyze, synthesize, interpret and disseminate key elements of current and proposed government policy legislation
- Analyze and report on current and future impacts of government policy using clear language principles
- Develop Durham Social Planning Council position on government social policies for review by the Executive Director
- Ensure local perspectives are incorporated into all policy analysis and Social Reporting

**Social Reporting**
- In collaboration with the Community Development Team and the Durham Region Social Research Steering Committee, develop mechanisms to report on the quality of life in communities throughout Durham Region
- Develop appropriate publications using clear language principles
- Ensure that all Social Reports are disseminated appropriately (e.g. translation);
- Present findings of social reporting as appropriate
- Conduct custom reporting on labour market, civic, employment and other social issues as directed
- Provide in-service training to all appropriate staff on social development and policy issues
- Assist in interviews and evaluation of research policy project staff where appropriate
- Develop and maintain effective technological supports (e.g. desktop demographics, databases, statistical programs)

**Policies and Practices**
- Develop a working knowledge of social research and planning policies and procedures so as to perform the job proficiently
