Director, Payroll and Benefits

Reporting to the Vice President, HR Operations, the Director, Payroll and Benefits will manage teams accountable for processing payroll, benefits, retirement plans, pension, union payments and tax remittances accurately and on time. As a health service provider, Extendicare provides payroll and benefit operations services to Extendicare and joint ventures for more than 30,000 employees in multiple unions and collective bargaining agreements across Canada.
Extendicare uses Workday for payroll and multiple benefit providers and external benefits administration partners.
The Director plays a critical role running day-to-day operations while leading our payroll and benefits transformation journey to standardize and fully automate administration processes. This is a highly visible and collaborative role, partnering with other HR functions, including HR Systems, HR Employee Service Centre, Total Rewards and HR Business, field operations, etc. to optimize payroll and benefits processes.
This position will be located in our Markham, Ontario corporate office and offers flexibility through our hybrid work model.
Accountabilities:
- Manages a team of Payroll and Benefit Managers and professionals, offering consistent and meaningful leadership to direct reports, with clear performance expectations and targets, establishing and ensuring accountability, providing regular coaching and feedback and opportunities for career development and progression.
- Leverages data and analytics to develop new insights into the functions, informs strategy and drive improvement initiatives and provides regular reports to senior management regarding payroll metrics and trends.
- Encourages a culture of accountability and self-service, guiding the move out of back off processing to more direct engagement with field operations and employees.
- Oversees accurate, timely, and efficient Workday payroll and benefits administration, processing, and remittances for all employees.
- Proactively evaluates, recommends, and enables enhancements and automation opportunities for payroll and benefits administration processes.
- Identifies and mitigates payroll and benefits administration risks, including ensuring practices comply with collective bargaining agreements (CBAs) requirements and commitments for unionized staff, such as timely payouts, tax regulations, and industry standards.
- Oversees teams’ documentation of procedures and internal controls to ensure accuracy & integrity of payroll. Completes audits and associated outcomes.
- Ensures the teams meet annual payroll and benefits cycle commitments including quarterly reconciliation, year-end process (compensation changes, T4s, T2200s), benefits renewal management, unionized payments and carry over management, and other regular process timelines.
- Partners with the Total Rewards team on the compensation and benefits strategy and vendor management.
- Manages the budget, reviews functional performance, and ensure service level targets are met.
- Builds and maintains professional partnerships with internal business partners and support internal customers effectively.
- Constantly seek ways to improve services, satisfaction, and communication.
- Evaluates vendor performance and negotiate contracts to ensure cost-effectiveness and service quality.
- Identify skills and/or knowledge gaps within team, including succession planning for key roles.
Qualifications and Experience:
- Bachelor's degree in business, accounting, finance, or related experience preferred.
- Certified Payroll Professional (CPP) or Certified Payroll Manager (CPM) designation.
- Workday payroll certification
- Minimum of 10+ years’ experience within payroll and benefits administration, with minimum of 5 years of leadership of senior level staff
- Thorough knowledge of payroll tax laws and regulatory and financial requirements across Canada
- Driver, the ability to move things forward and drive to completion with little direction.
- Excellent organizational, interpersonal, time management, written and oral communication skills, including strong customer service skills and strong attention to detail.
- Ability to successfully manage competing priorities.
- Collaborative style with ability to work with all levels of an organization and across divisions.
- Proven ability to articulate a strategy and translate it into action and lead a team to execute and achieve stated goals.
- Compelling and results-oriented leader who engenders high performance from individuals at all levels.
- A demonstrated commitment to continuous quality improvement
- Proven analytical mindset and ability to use metrics/dashboards to guide and monitor progress.
- Ability to work independently in a fast-paced environment and ability to recognize and respond to changing priorities.
