**Main Purpose and Function**

The Planning Analyst provides a range of technical, research and graphic support to the City-wide and Regional Planning Division and primarily assists the Economic Development Planning team. The main responsibilities of the position include research, data collection and analysis, mapping, providing graphic support, drafting presentations and organizing public consultations. The analyst will support the administration of the Business Improvement Areas program as well as policy research and engagement related to: homebased business regulation, intensification of industrial areas, hotel development policy and employment area planning.

**Specific Duties and Responsibilities**

The Analyst plays a key role in:

- Developing and conducting qualitative and quantitative research on a range of economic, employment and regulatory issues and trends, including the preservation and intensification of industrial lands, office and hotel development policy as well as supports for small business.
- Supporting qualitative and quantitative analysis of economic and demographic data for use in team projects and support for policy, zoning and current planning recommendations.
- Sourcing, developing and maintaining economic, property, permit, demographic and or other statistical information to support economic planning initiatives.
- Collecting, managing, and interpreting various sources of data, including the regular use of StatsCan, CoStar, GIS, MapInfo and ArcGIS software.
- Assisting with Business Improvement Association outreach, expansion and annual reporting.
- Assisting with policy research relating to the protection and intensification of industrial lands as well as trends in office and hotel use and regulation.
- Developing and conducting in-depth background research and analyses on topics related to land use and economic development.
- Supporting the preparation of reports and technical papers for senior staff in PDS and other departments.
- Organizing and facilitating public consultation processes.
- Developing informational and graphic materials for public open houses, workshops and for inclusion in Council reports.
- Summarizing public consultation processes and survey results for senior staff and the public.
- Taking notes in meetings, both internal and public.
- Assisting in drafting and refining presentation materials for senior team members.
- Maintaining and updating economic development planning websites and other technical support for the Economic Development Planning team.

**Minimum Qualifications**

Education and Experience:

- University degree in Planning or a related field with some professional planning experience or an equivalent combination of education and experience.
- A related university degree with experience related closely to the duties involved.
- Membership or eligibility for membership in the Canadian Institute of Planners is desirable.
- Familiarity with rezoning processes and a working knowledge of zoning and land-use regulations, land development economics and urban design principles is strongly preferred.

Knowledge, Skills and Abilities:

- Strong organizational and project management skills.
- Strong interpersonal and written and verbal communication skills.
- A demonstrated ability to work independently, as an effective member of a team.
- A proven ability to self-manage workload, respond to changing priorities and to meet tight timelines.
- Sound research and analytical abilities and demonstrated experience in planning related research, data, monitoring, policy analysis and communicating findings.
- Working knowledge of municipal tools and strategies for economic development and small business support is strongly preferred.
- A strong working knowledge of, and experience with GIS software (e.g., MapInfo, ArcGIS), proficiency with Microsoft Office.
- Advanced graphic skills and experience with the Adobe Creative Suite and other similar design related software.
- Experience working with external data sources e.g. Statistics Canada, BC Stats, and BC Assessment.
