The Canadian Museum for Human Rights (CMHR) is a national museum dedicated to the evolution, celebration and future of human rights. It is the first national museum in Canada to be built outside the National Capital Region. - **Purpose of Position**_

The Canadian Museum for Human Rights (CMHR) is centered around the idea that respect and understanding of human rights can serve as a positive force for change in the world. The Payroll Administrator will support our collective efforts to build a workplace culture that is inclusive, equitable, innovative, and focused on inspiring action.

Reporting to the Director, Finance, and with a dotted line reporting relationship to the Payroll Services Manager, this position is responsible for the timely and accurate verification, calculation and processing of the CMHR’s bi-weekly payroll including pension and benefits enrolment, maintaining pay records in accordance with relevant acts and regulations, reconciling pay balances and investigating discrepancies, and reviewing and processing employee travel and expense claims for payment.

The incumbent will be a strong and thoughtful communicator, critical thinker and innovator, and will bring a collaborative approach to their role.
- **Key Responsibilities**_
- Contributes to a culture that promotes respect, equity, inclusion and innovation, and models anti-racist and accountable behaviours.
- Reviews and confirms employee hours and accruals in the Work Force Management (WFM) system for upload into the pay system.
- Reviews timecards for critical errors and open exceptions, and creates schedules in the system.
- Reconciles all time and attendance accruals on a quarterly basis.
- Verifies documentation to be processed for accuracy for new hires, transfers, terminations, or changes to employee records.
- Completes a record of employment (ROE) upon employee termination.
- Prepares and enters complex calculations for adjustments as required (e.g., severance, acting and leave without pay by reference to the appropriate regulations, collective agreement or CMHR policy).
- Is responsible for the enrollment of eligible staff into the Public Service Pension Centre and various insurance carriers.
- Transmits enrolment files to Public Works and Government Services in a timely fashion.
- Maintains pay records in accordance with relevant acts and regulations.
- Reconciles all payroll/benefit-related General Ledgers on a quarterly basis.
- Works with Payroll Services Manager in completing year-end requirements (reconciliations, T4 preparation, etc.).
- Assists with annual audit preparation and cooperates with external auditors on payroll-related matters.
- Reviews employee travel, expense and corporate card claims ensuring that they are in line with CMHR policies and that financial coding is accurate.
- Provides training and guidance to CMHR staff on finance matters, such as the WFM system, expense claim completion, and questions related to pay and deductions.
- **Required Qualifications**_
- Minimum 4 years’ full-cycle payroll experience and post-secondary education in a relevant field (e.g., formal training in accounting or payroll designation), or equivalent combination of skills and experience.
- Commitment to human rights principles, including respect, equity, inclusion and dignity for all.
- Proficient in MS Office, including Outlook, Word and Excel, with the ability to complete complex calculations.
- Strong organizational and time management skills, with the ability to manage multiple demands, establish priorities and meet deadlines.
- Superior attention to detail.
- Ability to develop rapport with diverse individuals and provide superior customer service.
- Excellent communication skills with an eye for problem solving.
- **Desired Qualifications**_
- Certified Payroll Compliance Practitioner (PCP) designation.
- Ability to communicate proficiently in both official languages.
- Public sector experience, particularly with federal government pension and benefits programs.
- Experience with ADP and/or Ceridian Dayforce.
