**SCOPE**
Reporting to the Executive Director, Advancement Services, the incumbent analyses and reports on all department finances. The incumbent is responsible for introducing, implementing and maintaining an appropriate budget control system necessary to provide accurate information in regards to planning and management of operations.

**PRIMARY RESPONSIBILITIES**
- Advise the Executive Director, Advancement Services, regarding financial planning and ongoing budgetary matters, including development and implementation of operating budgets in alignment with University Advancement (UA) plans and goals.
- Administer and oversee the monetary resources as per policies for UA.
- Develop, implement and integrate the campaign budget into overall budget planning activities and provide the annual campaign budget allocation to units.
- Functionally supervise full time support staff responsible for processing and monitoring budgetary
- Oversee the review, approval and processing of financial transactions.
- Provide training and guidance to staff in units responsible for processing and monitoring budgetary expenditures.
- Collaborate with the Executive Director Advancement Services to ensure that the resource allocation and planning decisions to UA are implemented. Communicate these plans to the University Budget Office in Financial Services.
- Analyze data, develop and provide quarterly projections and financial reports for the Executive Director Advancement Services of spending against budgets.
- Analyze operational expenses and program costs to determine cost effectiveness and identify cost reduction opportunities.
- Develop and prepare high level financial reports & presentation for multi-year operating and campaign budget forecasts.
- Ensure that appropriate information management systems are in place to monitor budgets and project revenues & expenses. Design, introduce and implement internal budget control guidelines and practices for units to support unit level needs and improve efficiency and spending control.
- Establish appropriate structure within the university’s central financial system to facilitate tracking and control of all expenditures by area and program.
- Provide advice on improvements that can be made to spending and controls to units and programs concerned and assist in the implementation of these strategies.

**REQUIREMENTS**
- Bachelor's degree in Business Administration, Accounting or Finance or in a field pertinent to the primary responsibilities of the position and two to four years of experience in budget management.
- Good knowledge (Level 4) of spoken and written English; good knowledge (Level 4) of spoken French.
- Good knowledge (Intermediate level) of Word; advanced knowledge of Excel.
- Superior knowledge of a financial information system.
- Excellent communication, interpersonal and organizational and analytical skills are required.
- Advanced knowledge of the university policies, procedures and general accounting and purchasing procedures is an asset.
- Ability to identify problems and to present practical solutions.
