**SCOPE**
Reporting to the University Librarian, the incumbent is responsible for all aspects of the Library’s budgets, administration of facilities planning and operations, as well as, oversees all aspects of Library health and safety matters.

**PRIMARY RESPONSIBILITIES**
- Manage the Library’s operating and capital budgets; and monitors Librarians’ professional development/research accounts.
- Implement internal control policies and practices to avoid irregularities, and to ensure efficiency of allocation and expenditure, taking corrective action when excess expenditures occur.
- Supervise support staff, set priorities, provide training, and evaluate performance.
- Prepare costings and budget projections for budget and staff planning exercises and reports.
- In consultation with the University Librarian, sets allocations for the acquisitions, personnel and other operational elements of the Library budget; develops proposals regarding budget control, reductions and expenditures, and directs the implementation of relevant strategies.
- Produces statistical/budgetary data reflecting the Library’s operations, as requested by the University Librarian and Financial Services.
- Implements and monitors health and safety programs in consultation with experts, and as stipulated by collective agreements and University policies
- Participates in university-wide budget system development and provides input for policies and procedures.
- Advises and informs staff, librarians, and committee members of budgetary policies and procedures; as necessary and appropriate, ensures that training is provided.
- Manage all library facility operations. Coordinate projects, liaise with and maintain co-operative relationships with Facilities Operations. Monitor the equipment/furniture inventory and purchasing; recommend, initiates, implements and monitors work/projects and processes.
- Serves on library and university committees as assigned or elected.
- Prepares communications and reports.

**QUALIFICATIONS**
- Bachelor’s degree in Business or another field related to major responsibilities and four to seven years of pertinent work experience with at least two of these years in a supervisory role.
- Demonstrated ability to manage budgets.
- Demonstrated leadership and managerial skills.
- Ability to read floor plans and blueprints.
- Excellent analytical and critical thinking skills.
- Good knowledge (Intermediate level) of Excel and Word.
- Excellent business savvy and the ability to innovate.
- Superior problem-solving skills.
- Good knowledge (Level 4) of spoken and written English and of spoken French, and basic knowledge (Level 3) of written French.
- Excellent interpersonal, communication and organizational skills.
- Keen attention to detail.
- Ability to multi-task and work under pressure.
- Aptitude to work in a service-oriented environment as both a member of a team and independently.
- Previous experience working in a unionized environment.
- Demonstrated success in the development and implementation of plans and/or systems.
- Knowledge of building, fire, and safety codes.
