**The Team**:
The Policy & Legislation team is responsible for leading energy efficiency and low carbon initiatives and work on consumer protection legislation, including the Homeowner Protection Act and Building Act. The Building Policy & Legislation team is a well-regarded and established group of four policy analysts and an energy code engineer who have led or worked on some of the province’s most impactful CleanBC initiatives, including the BC Energy Step Code and Zero Carbon Step Code. The team does this by collaborating with cross ministry partners, industry, regulators, utilities and others to deliver a regulatory system that works for British Columbians, delivering better, more energy efficient, cleaner, and more resilient buildings. The position also works closely with the branch’s Digital Delivery team - a cross-functional group comprising experts from IT, Planning, Service Design, and policy development dedicated to modernizing the building regulatory system and providing new tools that improve the experience of building new homes in BC.

**The Role**:
As the Manager, Policy & Regulation the primary areas of responsibility include work on policy and technical requirements for energy efficient and low carbon new construction, policy work to make existing buildings more resilient, energy efficient and cleaner, and advising on and/or leading policy and legislative projects related to the building regulatory system including the Building Act and the Homeowner Protection Act. The position engages with internal and external partners to ensure policies are clear, enforceable, and achieve intended outcomes. The position also advises on work related to digitizing construction codes and delivering code compliance tools that help to streamline building code compliance and foster an innovative housing construction sector.

**Qualifications**:
**Education and Experience Requirements**
- A bachelor’s degree in public administration, planning, architecture, engineering, or a related field, plus three (3) years of related experience leading high-profile projects and interdisciplinary teams; OR
- An equivalent combination of education and related experience may be considered.
- Related experience must include the following:

- Experience developing, analyzing and implementing policies, regulation or bylaws.
- Experience leading and/or supervising a team.
- Experience developing briefing material, communications material, and other documents.
- Experience working with senior officials, other levels of government, and/or industry and local government stakeholders to provide advice and recommendations.
- Experience working with policies, regulations, bylaws and/or regulatory systems that relate to buildings and construction in British Columbia.
- Experience with construction and development processes.
- Experience working with local government and building/construction stakeholders in British Columbia.
- Experience in public engagement including First Nation governments.
- Experience with strategic communications on controversial policy issues.

This position can be based in any of the following Ministry of Housing offices: Burnaby, Kelowna, Victoria.
