Intro
The City of Toronto's Corporate Real Estate Management Division (CREM) is striving to become an industry leader, with its diverse and dynamic team of professional real estate experts. CREM is establishing a standard of excellence and driving change, including the transformation of its service delivery model, with an enhanced customer service focus. We provide integrated services to our clients including transaction services, asset lifecycle management, property management, facilities services, security, project management, safety and compliance, and support services for all City real estate assets.
Reporting to the Executive Director, CREM, the Director of Property Management will lead a team of professionals to support and oversee the performance and management of a diverse portfolio of real estate assets. p>Role
To provide the vision for the future of real estate asset management and interrelated partnerships for large scale real estate assets. To strategize, develop, and implement new strategies, techniques, and approaches to asset management service delivery, operations, and execution, focused on streamlining operations and repositioning real estate assets to reduce costs and increase both social and financial value, as well as align and deliver within the framework of the overall City-Wide real estate strategy and mandate. To lead and provide guidance on all asset management, property management, and portfolio-related functions at Union Station, and also act as the executive lead at the station managing key relationships with Metrolinx, VIA, and Osmington.
- Develops, designs, and implements functional policies and programs that make major changes in overall business performance based on long-term needs.
- Directs, through subordinate management staff, all activities of the section, delegating management responsibility.
- Leads and motivates a diverse workforce, ensures effective teamwork, provides resolution to controversial labour relations issues, ensures high standards of work quality and organizational performance, continuous learning, and encourages innovation in others.
- Develops, recommends, and administers the annual budget for the section, and ensures that the section’s expenditures are controlled and maintained within approved budget limitations.
- Serves as a member of the Executive Director Corporate Real Estate Management senior management team and contributes to the strategic direction of the City's Property portfolio.
- Maximizes total return/value for Key City Assets through the analysis of property efficiencies, profit and losses, and identifies opportunities for improved performance to optimize the asset with consideration of the City's strategic priorities as well as key partner/tenant priorities.
- Creates and oversees customized asset management strategies and long-term financial planning for various City assets (e.g., Lawrence Market & other commercial assets).
- Oversees, manages, and executes assigned City assets capital budgets including the multi-hundred million dollar Union Station Revitalization capital budget.
- Oversees, manages, and executes ongoing operations and lease management of assigned City assets including Union Station's numerous agreements with key stakeholders at the station.
- Works closely with key stakeholders to provide direction for and oversight of business plans, budgets, CAMs, forecasts, leases, analysis, and approvals.
- Oversees and has executive responsibilities for the direct impact on key clients, financials, etc. as a result of construction and design teams' work on City assets.

- Determines maintenance and capital improvements needed to ensure property is maintained in good condition and coordinated with ongoing or new construction projects.
- Negotiates third-party contracts with property managers or internal service providers.
- Manages cash flow, distribution analysis, and investment projections.
- Develops and distributes periodic asset management reports to stakeholders.
- Ensures high standards of property conditions.
- Develops business cases and input into due diligence processes for future acquisitions or sale of strategic revenue-generating City assets.
- Recommends and generates reports to the Executive Director Corporate Real Estate Management, Committees, and City Council.
- Participates and provides input into various corporate and inter-departmental initiatives.
- Participates and provides input as it relates to contract disputes and claims related to construction activities.
- Provides expert, effective advice to key leaders and executives within Corporate Services and across the integrated City-Wide service delivery model.
- Oversees effective service delivery at City assets through matrixed relationships with other Corporate Services Directors, GMs, and other City-related executives.
- Develops and oversees an innovative, future-driven asset management strategy.
- Develops and implements a sustainable, integrated City asset service delivery and operational model for assigned civic real estate assets, from an asset and property management perspective.
- Understands and meets owner asset management goals for properties.
- Leads on all property management functions at assigned City assets such as Union Station, and acts as the executive lead at the station managing key relationships with Metrolinx, VIA, and Osmington.
- Extensive senior strategic, operational and transactional experience in managing core real estate asset(s) from a portfolio, property, and construction perspective.
- Post-secondary education in a related area plus relevant management training and experience, or an equivalent combination of education and experience.
- Extensive knowledge of lease administration functions, including financial transactions (i.e., CAM, budget development), reconciliations, and budgets.
- Knowledge of financial and accounting concepts such as Discounted Cash Flow, Net Present Value, and Internal Rate of Return to understand real estate analysis for financial models.
- Strong analytical skills, relevant technical capabilities, strategic planning skills, and ability to operate as a fully accountable leader.
- Industry affiliations are an asset.
